We have met with the School Board on acquiring a permanent easement <br /> along their property. The Board expressed concerns, mainly with the stormwater <br /> infiltration basin the City was going to construct and pay for as part of this project. <br /> I sent the Superintendent, Mr. Linnell, a rather lengthy Email explaining the <br /> background on the proposed infiltration basin along with other information on it. <br /> I have left a message with Mr. Linnell on Tuesday morning, December 2 asking <br /> for any feedback from him or School Board members. As of sending this Email at <br /> noon today, I have not heard back from him. Hopefully, I will hear something from <br /> him before our December 9th meeting. The School Board next meets on <br /> Monday, December 15th. I have another meeting that night and am not sure <br /> what arrangements I can make to be at their meeting. <br /> We have also had conversations with Mr. Babinski on acquiring either permanent <br /> easement or fee title R/W along his property. We have forwarded a draft <br /> Agreement to him, which he said was acceptable as long as another clause was <br /> added indicating he would not be assessed for these roadway improvements. We <br /> have forwarded all of this to City Attorney Sandelin along with a Sketch and <br /> Description. We understand that Mr. Sandelin will be preparing the Agreement <br /> and forwarding to Mr. Babinski for signatures and necessary recording. <br /> The Council does not need to make a decision on South Oak Street on the 9th, <br /> but should be thinking of options. <br /> If the School says yes to the proposed Agreement, we can bring an engineering <br /> agreement for the design, drawings, bidding, and construction phase services for <br /> this segment to your January meeting. <br /> If the School says no to the proposed Agreement, and the process with Mr. <br /> Babinski continues to proceed favorably, the City could proceed with <br /> improvements on either side of the segment next to the School property. We can <br /> then bring an engineering agreement for the design, drawings, bidding, and <br /> construction phase services for the area at West Lake Street and the segment <br /> next to Mr. Babinski's to your January meeting. <br /> Hopefully, the segment next to the School could then be addressed in a <br /> subsequent year. <br /> We have also heard mention of improvements to Marshall Street (west of Mr. <br /> Babinski's segment), West Butler Street, and West Woodman Street. We can <br /> provide engineering services proposals on these as directed. <br /> Council Action Requested: No action requested <br />
