Council Member Ronning said he thought they would see plans at this Council meeting. Mr. Spiczka explained that the Council is not on the same page with ideas and opinions. Council Member Pederson said last month the members were to come up with ideas and send them to Mr. Spiczka. Mr. Spiczka said he has the ideas but there are not consistent ideas throughout. He said they do agree that there is no median. Tim Houle asked if they want it to be a curb and gutter City street and if so it will be a cost factor. Mr. Houle said he did not get the feedback in January they expected but now that he is getting the feedback so they can cost out two options. Mr. Spiczka listed each Council Members ideas. Mayor Gardner does not like the idea of doing one block and would like to see the entire road done at the same time. Council Member Pederson stated that with the new splashpad they cannot wait for ten years to do anything because an attraction like that will bring in more visitors. He suggested to do it right with the curb and gutter as soon as possible. Discussion ensued about the lack of parking by the park. Council Member Ronning agreed that they need to get that block done as soon as possible. Mr. Houle said this is the feedback they are looking for so they can do the at surface cost estimate and curb and gutter estimate. He stated doing one bloc at a time is a challenge because of the intersections on the north and south ends and trying to merge back into what is already there. He stated they will be going a few hundred feet past each intersection to make it work. Council consensus is to have no turn lanes or limit the turn lanes. Junior Council Member Spiczka said he likes the parallel parking concept. 9.3 Final Payment Larson Parkway Mr. Houle said there was a bunch of close out items that comes a long with these types of construction projects. He said this is the last release of retainage and it seems to be in order and the road is functioning for over a year now. COUNCIL MEMBER CLEMENT MOVED TO APPROVE THE FINAL PAYMENT OF $3,294.09 TO DECHANTAL EXCAVATING. COUNCIL MEMBER PEDERSON SECONDED THE MOTION. MOTION CARRIED 4- 0. 9.4 Road Projects Plannino/Timeline Mr. Spiczka said the biggest one project planned is Main and Front street. He stated there has been substantial repairs to the roads recently which included repairs to prevent manholes from falling in. He asked the Council if staff should move forward with planning to do this project in 2024. Tim Houle stated that the study they asked them to hold off on was from the stoplight to the interchange but the north part of Front Street was not included in the study. Council consensus is to plan for 2024.
