City Council Minutes <br /> July 5,2023 <br /> Page 9 of 10 <br /> Mr. Spiczka gave an update on the legislative session that were brought up at <br /> the League of Minnesota Cities Conference: Cannabis, Duty Disability, Housing, <br /> Environment, Paid Family Leave, Taxes, Compensation Cap repeal, Earned Sick <br /> and Safe Time, and Local Sales Taxes/Moratorium. <br /> Mayor Gardner attended a "Difficult Meeting"session at the League of Minnesota <br /> Cities Conference. He stated that he was able to get several good points from <br /> the session, but the best tip was offering coffee, water and/or snacks at Council <br /> meetings to be less intimidating. <br /> Discussion ensued regarding the importance of the League of Minnesota Cities <br /> Conference, scheduling and time off flexibility, and staff retention. <br /> 10.2. Cannabis Discussion <br /> Mr. Spiczka gave an overview of cannabis legislation: <br /> 1. Cities are required to have 1 license for every 12,500 people. <br /> 2. Cities can slow the process down by adopting a resolution for a local <br /> temporary opt-out with public hearing until January 1, 2025. <br /> 3. A facility cannot operate within 1,000 feet of a school (parcel line to parcel <br /> line)or 500 feet from a daycare, residential treatment facility or an attraction <br /> within a park that serves youth. <br /> 4. League of Minnesota Cities has a link to do further research. <br /> Discussion ensued regarding the regulations, staff time spent on the subject and <br /> options that the City has regarding the cannabis legislation. <br /> The census of the City Council is for staff to research the process of the <br /> temporary opt-out of any cannabis regulations until January 1, 2025. <br /> 11. Other Business <br /> No other business. <br /> 12. Adioumment <br /> There being no further business, MAYOR GARDNER MOVED TO ADJOURN. <br /> COUNCIL MEMBER RONNING SECONDED THE MOTION.
