East Twin Lake Association Request to Waive Permit Fees Chuck Marohn explained that the East Twin Lake Association has received a DNR Grant for shoreland restoration. He noted that the Association is requesting the City Council to waive City permitting fees associated with the project. He also noted that this was reviewed by the Planning Commission. COUNCIL MEMBER NAGEL MOVED TO WAIVE ALL PERMITTING FEES ASSOCIATED WITH THE SHORELAND RESTORATION PROJECT FOR EAST TWIN LAKE. MAYOR MALECHA SECONDED THE MOTION. MOTION CARRIED 5-0. 6.3. Ordinance Amendment to Conservation Design Ordinance Chuck Marohn noted that the Planning Commission reviewed the Council's concerns regarding the Conservation Subdivision Ordinance and provided an explanation of the issues of concern. He further noted that the _. Planning Commission did not recommend any changes to the ordinance. COUNCIL MEMBER ORASKOVICH MOVED TO ADOPT ORDINANCE 08-07, SECOND SERIES, AMENDING CHAPTER 17 OF THE CITY CODE RELATING TO CONSERVATION SUBDIVISIONS. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. Council Member Ryan questioned why it is necessary to add the burden of a conditional use to the subdivision ordinance for a conventional subdivision. Council Member Oraskovich noted that the examples provided define reasons for change. MOTION CARRIED 4-1. COUNCIL MEMBER RYAN OPPOSED. COUNCIL MEMBER SJOBLAD MOVED TO ADOPT A SUMMARY ORDINANCE FOR PUBLICATION OF ORDINANCE 08-07, SECOND SERIES, AMENDING CHAPTER 17 OF THE CITY CODE RELATING TO CONSERVATION SUBDIVISIONS.
