OLD BUSINESS: <br /> a. Shoreland Conservation Design(Alternate Standards) <br /> This will be discussed at the September meeting. Mr. Marohn will provide a better map, <br /> different colors. <br /> APPROVAL OF MINUTES: <br /> A motion was made by Tom Adams, seconded by Mary Peterson,to accept the Minutes <br /> as read. All members voted"aye". Motion carried. <br /> ZONING ADMINISTRATOR'S REPORT: <br /> Staff pointed out the 7 Land Use Permits issued and the 31 letters that were either written <br /> or received. <br /> The following Potential Violations/Enforcement Actions were discussed: <br /> 1. Gary Peterson—Mr. Marohn explained there had been extensive clearing and dirt <br /> moved. Trees had been removed, underbrush removed and stumps grubbed. <br /> Between 5 acres and 7 acres estimate of land changed by Forest Land Conversion. <br /> Staff contacted the SWCD. The MPCA is concerned with erosion control and <br /> stormwater management. Mr. Peterson is in violation of City's ordinance for <br /> Forest Land Conversion. The Ordinance allows the cutting of some trees and a <br /> Forest Land Conversion not allowed in the Shoreland zone. Mr. Peterson has <br /> applied for 2 permits to remedy the situation. Mr. Peterson stated that this <br /> clearing has just evolved. He did receive a permit for erosion control. The <br /> SWCD has inspected it. One spot where it could erode we placed a berm. The <br /> SWCD thought the clearing was only 3 to 4 acres. Mr. Peterson paced it and is <br /> about 2.5 acres. This clearing is on eastern most part of 23 acres. It is quite a <br /> ways from lake. He only planned to clear a little spot for an 8' X 8' chapel. <br /> There were a lot of poplar trees and downed poplar, and he was afraid of forest <br /> fires. Didn't realize needed a permit. Maybe put in a garden. His Son thought it <br /> would be a good place for a recreation area. The black dirt is piled. He plans to <br /> *place black dirt and reseed. He doesn't plan for it to be utilized for anything <br /> else. No plans of developing or anything else. Picnic area, fireman play softball, <br /> and be recreation area. He didn't know he couldn't clear. He paid the After The <br /> Fact permit fee. He plans to plant fruit trees. MPCA issued permit. This area is <br /> not visible from lake or road. He plans to plant fruit trees, pine trees and grass. <br /> The Planning Commission reminded him that the Ordinance has standards for <br /> reforestation. This needs a Forest Management Plan. He wants a grassy field <br /> with few trees, not a tree every 6 feet. MPCA allows disturbing up to 1 acre. <br /> Keep 1 acre as field and reforest the rest. Would like to have area for the boys to <br /> play ball. It's a large, 23 acre parcel. He would like to have a couple acres clear. <br /> He will re-vegetate and plant some trees, not an orchard. Pretty little spot in the <br /> woods. Mary Peterson provided vegetation plan. Staff was given direction to <br /> work with him to re-establish ground cover,plant trees and let Mother Nature take <br /> over, and to maintain 2 acre area. He must follow the NPDES permit.
