City Council Minutes <br />February 5, 2013 <br />Page 4 of 7 <br />COUNCIL MEMBER SJOBLAD MOVED TO REASSIGN $110,000 <br />FROM THE 2012 ROADS & STREETS CAPITAL OUTLAY TO THE 2013 <br />ROADS AND STREETS CAPITAL OUTLAY CARRYOVER FUND FOR <br />CAPITAL IMPROVEMENTS IN THE STREET DEPARTMENT. <br />COUNCIL MEMBER GARDNER SECONDED THE MOTION. MOTION <br />CARRIED 5 -0. <br />9.2. Request to Design Nelson Road <br />Nelson Road is a one mile joint road with the City of Pequot Lakes and <br />Ideal Township and is in need of repair. The City has received a proposal <br />from WSN in the amount of $29,900 for surveying, design, preparation of <br />construction documents, and bidding the project. <br />Council Member Gardner questioned if the proposal cost of $29,900 from <br />WSN will be split between the City and Ideal Township. Mike Loven <br />stated that this cost will be split equally between the City and Township. <br />Mr. Loven has met with Ideal Township and they are on board. Council <br />Member Akerson questioned if the City shares maintenance of this road <br />with Ideal Township. Mr. Loven stated that the City maintains Nelson <br />Road and Ideal Township maintains Wild Acres Road. <br />COUNCIL MEMBER SJOBLAD MOVED TO APPROVE THE <br />ENGINEERING SERVICES PROPOSAL FROM WSN IN THE AMOUNT <br />OF $29,900 FOR THE NELSON ROAD PROJECT. COUNCIL MEMBER <br />PEDERSON SECONDED THE MOTION. MOTION CARRIED 5 -0. <br />9.3. North Washington Avenue Proposal <br />Mike Loven requested a proposal for design from WSN for North <br />Washington Avenue. Design plans would include diagonal parking on <br />both sides of the street and eight foot sidewalks. <br />Council Member Gardner questioned if this request is only to get a <br />proposal. Mr. Loven stated that this is to get ideas to come up with a <br />proposal. <br />Council Member Pederson stated that this street is key for County Road <br />11 and a main functionality of downtown. He would like the City to <br />pullback and get planning and zoning involved and consider the possibility <br />of bike racks, park benches, and public restrooms. <br />Chuck Marohn stated that there isn't justification for a lot of improvements, <br />but rather to stage the improvements, design, and layout so that as things <br />
