City Council Minutes <br /> March 6,2023 <br /> Page 6 of 7 <br /> stated they not asking Council to approve anything tonight as they are trying to <br /> answer those questions on the study preliminary engineering report first and <br /> there is an environmental report that goes along with it. He said they would <br /> probably suggest once they get through the comments that the city go to their <br /> next step and make an application again. <br /> COUNCIL MEMBER RONNING MOVED TO APPROVE WIDSETH'S <br /> PROPOSAL FOR GRANT WRITING SERVICES FOR SMALL CITIES <br /> DEVELOPMENT PROGRAM APPLICATION WITH A PUBLIC HEARING AT <br /> THE APRIL 3, 2023 COUNCIL MEETING. COUNCIL PEDERSON SECONDED. <br /> MOTION CARRIED. 5-0 <br /> COUNCIL MEMBER CLEMENT MOVED TO WIDSETH'S PROPOSAL FOR <br /> GRANT WRITING SERVICES FOR MINNESOTA PUBLIC FACILITIES <br /> AUTHORITY FUNDING ASSISTANCE. COUNCIL SEILS SECONDED. <br /> MOTION CARRIED. 5-0 <br /> COUNCIL MEMBER PEDERSON MOVED TO APPROVE RESOLUTION OF <br /> THE APPLICATION TO THE MINNESOTA PUBLIC FACILITIES AUTHORITY <br /> FOR A LOAN FROM THE CLEAN WATER REVOLVING FUND/DRINKING <br /> REVOLVING FUND. COUNCIL RONNING SECONDED. MOTION CARRIED. <br /> 5-0 <br /> 9.6. Public Works Resicanation <br /> Mr. Spiczka stated Taylor Richardson submitted his resignation for March 20, <br /> 2023. The Council acknowledged Mr. Richardson's resignation. Mr. Spiczka <br /> stated we need authorization to hire a replacement. <br /> COUNCIL MEMBER SEILS MOVED TO HIRE A REPLACEMENT <br /> MAINTENACE WORKER. COUNCIL CLEMENT SECONDED. MOTION <br /> CARRIED. 5-0 <br /> 10. Administration <br /> 10.1. Administration Report <br /> Mr. Spiczka stated staff is still working through changes with having less staff <br /> and that we will not know the full effects until we get into a busy season with <br /> planning and zoning. He stated Colin Jacobs met with Chief Davis about the <br /> Police Department moving downstairs and the city is waiting on Mr. Jacob's initial <br /> set of plans. He said once the plans are received he will set up a meeting with <br /> the building committee. Mr. Spiczka stated the survey crew for the apartment <br /> complex was supposed to be out at the site last Wednesday. He said the plats <br /> are not official yet but once that is done they will go into planning meeting. He <br /> stated they would like to start construction in the spring. <br /> 10.2.
