City Council Minutes <br /> March 6,2023 <br /> Page 7 of 7 <br /> Mr. Spiczka stated that cyber terrorism is growing quickly and that staff has been <br /> working with IT to ensure the city is more safe from attacks. He stated CTC is <br /> doing our e-mail filtering and backing up the network. He said there are <br /> thresholds that have to met as a governmental entity and within six months it is <br /> expected to go up a lot. He stated our previous protections would not have met <br /> these standards but the new protections in place already do. <br /> 10.3. Ordinance Amendment—Utility Disconnection Process <br /> Mr. Spiczka stated we will be changing how we shut people off for non-payment. <br /> He explained the process now and stated it can be an unpleasant experience for <br /> the person doing the shut offs as there are a lot of confrontations. Andy Schwartz <br /> explained that we will be moving from monthly shut off to semiannual shut offs. <br /> He explained that city staff reached out to the city attorney, and they helped draft <br /> a new ordinance for the shut offs. <br /> COUNCIL MEMBER RONNING MOVED TO AMEND CHAPTER 15,2.8 SHUT <br /> OFF FOR NON-PAYMENT UTILITY BILL, SUBSECTION 2 OF THE CITY <br /> CODE. COUNCIL MEMBER SEILS SECONDED THE MOTION. MOTION <br /> CARRIED 5-0. <br /> COUNCIL MEMBER SEILS MOVED AUTHORIZE THE SUMMARY <br /> PUBLICATION. COUNCIL MEMBER PEDERSON SECONDED THE MOTION. <br /> MOTION CARRIED 5-0. <br /> 11. Other Business <br /> 12.
