City Council Minutes <br /> March 6,2023 <br /> Page 4 of 7 <br /> 8.4. Police Officer Recognition <br /> Mayor Gardner stated the city received a letter of appreciation for a Police Officer <br /> that helped someone that had locked themselves out of their car. Chief Davis <br /> said the officer was Derek Johnson. The Council recognized Office Johnson for <br /> his service. <br /> 9. Public Works <br /> 9.1. Public Works Report <br /> Discussion ensued about the amount of snow received this winter and that the <br /> equipment held up well in February. <br /> 9.2. Patriot Avenue Redesign <br /> Tim Houle stated the scope for Patriot Ave included two blocks south in the <br /> study. He said once they get some concurrence on what the city really wants, <br /> then we move into a design phase. He said the design phase actually puts <br /> together construction plans, then you go through public bidding, then <br /> construction with budgeting amongst that flow. He stated one of the purposes of <br /> this study was to come up with a budget number so that the Council can make <br /> decisions on capital investments and they included three figures in the packet. <br /> Discussion ensued about the plans, changes the Council would like to see and <br /> costs. Mr. Houle stated he could run numbers for just the one block by the park. <br /> 9.3 MN DNR Grant Proposal <br /> Tim Houle said if Council wants to move forward with applying for the MN DNR <br /> Grant for the park project they have to pass the resolution that's attached. He <br /> said passing the resolution the city is committing to $265,405 of funding. He <br /> stated that is half of the proposed cost of the park project which is the 50% local <br /> match that is required. Mr. Houle reminded the Council it is a 50/50 grant and the <br /> state would give up to $350,000. He stated they will make a decision roughly in <br /> the fall and he is just throwing that out there because the city has got some <br /> budgetary consideration time to look at this. He confirmed it is for the picnic <br /> shelter, bathroom and the parking lot as the accessory item. Discussion ensued <br /> about the splashpad needing a bathroom and funding ideas. <br /> COUNCIL MEMBER PEDERSON MOVED TO APPROVE THE RESOLUTION <br /> TO ACT AS LEGAL SPONSER FOR THE PROJECT CONTAINED IN THE <br /> OUTDOOR RECREATION GRANT APPLICATION. COUNCIL MEMBER SEILS <br /> SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> 9.4 Main/Front Street Study Proposal <br />
