City Council Minutes <br /> March 6,2023 <br /> Page3 of7 <br /> There was no February Planning and Zoning Commission meeting. <br /> 7. Fire <br /> 7.1. Fire District Report <br /> There was not Fire District report received. <br /> 8. Police <br /> 8.1. Police Department Report <br /> The February 2023 Police Department Monthly Reports was received by Council. <br /> 8.2. Police Officer Hire Process Update <br /> Police Chief Mike Davis stated they have three candidates and the background <br /> was started on first person but that person got a job elsewhere. He stated they <br /> offered the job to the second selection and the background is currently going on <br /> which should be finished within a few more days. He said they are doing a <br /> background on the third selection and they should be finished by next Monday or <br /> Tuesday. Chief Davis explained the next part of the process would be <br /> psychological evaluations and he thinks it will be about another month. <br /> Discussion ensued about the length of time it takes to hire an officer and the <br /> liability that would be put on the city of the background and psychological exam <br /> were not complete before the officer started at the city. <br /> Chief Davis explained that one of the backgrounds is being done in house and <br /> along with that he is taking calls and doing his supervisory duties as well. He also <br /> reminded the Council that we are already short staffed. Chief Davis informed the <br /> Council that he went to the hiring committee and asked if he could farm out the <br /> second background check. Mayor Gardner explained there's a group of retired <br /> officers doing backgrounds for Police Departments at a reasonable rate. He said <br /> they get them done quicker than what we can do with the short staff. <br /> 8.3. Squad Car Housing Policy <br /> Mayor Gardner stated they are going back to the take home policy per his <br /> request. He said he would like to see the take home squad cars housed. He <br /> presented pictures of unhoused squad cars from about eight to ten years ago <br /> covered in snow. He said the vehicles need to be ready to respond to an <br /> emergency and have the elements kept off the vehicle. Discussion ensued about <br /> a vehicle being available for an emergency. <br /> MAYOR GARDNER MOVED TO AMEND THE VEHICLE POLICY TO INCLUDE <br /> TAKE HOME VEHICLES MUST BE HOUSED AND KEPT AVAILABLE FOR <br /> IMMEDIATE EMERGENCY RESPOSE. COUNCIL MEMBER PEDERSON <br /> SECONDED THE MOTION. MOTION CARRIED 5-0. <br />
