WORK SESSION OF THE PEQUOT LAKES CITY COUNCIL AND PEQUOT LAKES <br /> HOUSING AUTHORITY <br /> TUESDAY, OCTOBER 25, 2022 <br /> PEQUOT LAKES CITY HALL <br /> Members Present: Mayor Gardner, Council Members Clement, Pederson, Ronning, <br /> Chair Dullum, Commissioner Botham, Dittes, Mesa, Ridgley <br /> Members Absent: Council Member Seils <br /> Staff Present: Angie Duus, City Clerk/Treasurer; Dawn Bittner, Planning and <br /> Zoning; Nick Roy, Public Works Lead; Tim Houle, City Engineer, <br /> Eric Kiang, Police Chief; and Ryan Franz, Police Sergeant <br /> 1. Call Meeting to Order <br /> Mayor Gardner called the meeting of the Pequot Lakes City Council to order at <br /> 6:01 p.m. <br /> 1.1. Pledge of Allegiance <br /> Mayor Gardner led with the Pledge of Allegiance. <br /> 2. HRA Complaints and Operations <br /> Mayor stated he would like the HRA to send the City financials before and said it <br /> may be necessary to get the attorney involved. Chair Dullum said they can get <br /> the City the financials. Discussion ensued about the levy. Pederson stated.... <br /> Ronning said the City Council approves a levy for the HRA but there are no <br /> documents to support what it is all for. Looking for an openness on where this <br /> goes. He said its nice to be able to answer questions to residents when they ask <br /> for them. Mayor asked if they are changing accountants and the Commission <br /> said they will. Dittes said they are two months behind with financials before they <br /> started the with the new accountant. Ditties was first on board when Barb was <br /> the Director the attitude seemed to be don't say anything to the City and don't <br /> give them anything to the City. They discussed that in the past it was not to <br /> change anything just send it in. Dullum said they are trying to get the rents up to <br /> what they should be at but they cannot bring them up to fast. Two months ago <br /> they voted to increase the rents on the townhomes. Sibley is a five-year budget <br /> and that will not come up until next year. Scott are the townhome less <br /> cumbersome, 8 units, pays own utilities. Age limit? 55 and up to market rate? <br /> Tamara can only go by median income of CWC which is about$62,000. Roughly <br /> $800-$1,000 according to CWC. $735 1 bedroom, $835 2 bedroom. If go over <br /> income have a year to meet guidelines. Mesa said they have not seen a line item <br /> budget since he started on the board. Dan moving forward are we going to be <br /> able to get the financials, Tamra said she can get the City what they give the <br /> county. Mayor everything penny is accounted for in the City and they can see <br /> where the money is going. The City would like to see the HRA's profit and loss <br /> statement and they said they can get that to them. Tyler said we had originally <br /> requested all of our financial statements. Names rent should not be public but it <br /> is public information that should be seen. Ridgley said they are trying to make up <br />
