City Council Minutes <br /> October 3, 2022 <br /> Page 3 of 10 <br /> Mr. Houle explained that this funding agency will talk to other funding agencies, <br /> and they will coordinate schedules and coordinate if there's another funding <br /> agency that would assist the City. He said it is not a one-year time frame and a <br /> lot of the projects he works on the funding agencies understand that a City <br /> cannot come up with the money immediately and that they have to work with <br /> other agencies. Discussion ensued City's doing income surveys in the service <br /> area to help their chances to get funding assistance and Mr. Houle stated we <br /> have not done that at this stage, but it is something to consider. He said that he <br /> would keep the pond in the application. He said there is another funding program <br /> that the City has already approved to submit the application back in June and <br /> they issued a draft last week. He said the project is not in the fundable range but <br /> there have been some issues with the state about matching federal dollars. <br /> MOTION CARRIED 5-0. <br /> 6. Planning and Zoning <br /> 6.1. Planning Commission Report <br /> The October 3, 2022, Planning &Zoning Commission Report and September 15, <br /> 2022, Planning &Zoning minutes were received by Council. <br /> 6.2. Ordinance Amendment 22-05 <br /> Dawn Bittner said this is an ordinance amendment to modify purpose and intent <br /> of the Patriot Development District and to allow apartment and multi-family <br /> dwellings as a conditional use. She said the public hearing was held on <br /> September 15th and the Planning Commission unanimously recommends the City <br /> Council amend the City Code as presented. Dawn clarified that it has to be <br /> located between the Paul Bunyan Trail and the future extension of Larson <br /> Parkway. <br /> COUNCIL MEMBER RONNING MOVED TO AMEND CHAPTER 17 OF THE <br /> CITY CODE TO MODIFY THE PURPOSE AND INTENT OF THE PATRIOT <br /> DEVELOPMENT DISTRICT AND TO ALLOW APARTMENTS AND/OR MULTI- <br /> FAMILY DWELLINGS AS A CONDITIONAL USE. COUNCIL MEMBER <br /> CLEMENT SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> COUNCIL MEMBER PEDERSON MOVED TO AUTHORIZE THE SUMMARY <br /> PUBLICATION. COUNCIL MEMBER SEILS SECONDED THE MOTION. <br /> MOTION CARRIED 5-0. <br /> 6.3. Ordinance Amendment 22-06 <br /> Ms. Bittner said this is an ordinance amendment to create provisions for and <br /> allow accessory dwelling units, amend definitions, and revise the Land Use <br /> Matrix Report: She said the public hearing was held September 15th and the <br />
