Splash Pad Fundraising Update <br /> Mr. Spiczka gave an update on the construction process with a tentative start <br /> date of July 21st. Mayor Gardner inquired how the controls will be protected <br /> without a bathroom/building. Mr. Roy stated there will be a box built for all <br /> controls. <br /> 5.2. Introductory 2023 Budget Discussion <br /> Mr. Spiczka presented an overview to the Council with preliminary budget <br /> numbers. Discussion ensued regarding increases in wages, benefits, fuel, and <br /> utilities (heating, electric); inquiries regarding local government aid and state aid; <br /> capital improvement projects; preliminary valuations and tax rates. <br /> 6. Planning and Zoning <br /> 6.1. Planning Commission Report <br /> The June 16, 2022, Planning &Zoning Commission Report was received by <br /> Council. <br /> 6.2 Rezone from Rural Residential to Commercial <br /> Ms. Bittner presented the staff report. <br /> COUNCIL MEMBER CLEMENT MOVED TO AMEND THE OFFICIAL ZONING <br /> MAP AS OUTLINED ON THE ORDINANCE AMENDMENT. COUNCIL <br /> MEMBER PEDERSON SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> COUNCIL MEMBER PEDERSON MOVED TO AUTHORIZE THE SUMMARY <br /> PUBLICATION. COUNCIL MEMBER RONNING SECONDED THE MOTION. <br /> MOTION CARRIED 4-0. <br /> 6.3. Ordinance Amendment regarding Definitions, Signs, Warehousing, Land Use <br /> Matrix, and Grading <br /> Ms. Bittner presented the staff report. <br /> COUNCIL MEMBER RONNING MOVED TO AUTHORIZE THE SUMMARY <br /> PUBLICATION. COUNCIL MEMBER CLEMENT SECONDED THE MOTION. <br /> MOTION CARRIED 4-0. <br /> 6.4. Consider adoption of Downtown Plan Update <br /> Ms. Bittner presented the staff report. <br />
