Crosswalk at W Woodman and raised <br /> median. Access to Paul Bunyan Trail parking lot, no traffic counts at this <br /> intersection. Converting to city street without a left turn lane. Discussion about <br /> needing a left turn lane. There is a black line denoting getting rid of 1st and <br /> turning it into a parking lot. New bituminous path. Left turn into W Butler. <br /> Lessening the pavement and length of turn lanes. Adjust traffic signal timing. <br /> Next page needs a lot of comment. One of the things he heard is the two parallel <br /> parking approach, westside of the Cole Memorial Building, wasn't used as much. <br /> What would diagonal parking look like. All three blocks would be proposed curb <br /> and gutter. With diagonal parking there would be sidewalk at the nose of the <br /> vehicles. Depth of stalls would be 7 ft space behind a vehicle. Asked for <br /> comments and get them to Mr. Spiczka. Mr. Spiczka asked if there is a process <br /> to analyze public safety of these projects. Tim answered they have used a <br /> combination of approached. Ask police department, Nick Roy's input. Try to use <br /> as much local information as possible. Council member Pederson asked about <br /> the Patriot Ave Redesign team. He stated the school was instrumental in the <br /> walkway path. Dairy Queen and Supervalu had input. Council member Pederson <br /> offered to help communicate to other property and business owners. They are <br /> working on "Safe Routes to School". Tim said he doesn't have a problem with <br /> sharing this PDF. Council member Pederson will share with school, Dairy Queen <br /> and Quisbergs. Council agreed to have Council member Pederson get input from <br /> them. Gardner asked about money. If we get 26 iterations, that will hurt. Ronning <br /> asked timeframe, comments this month, and come December or January would <br /> be at stage with final sketch and cost. <br /> 6. Planning and Zoning <br /> 6.1. Planning Commission Report <br /> The October 3, 2022, Planning &Zoning Commission Report and September 15, <br /> 2022, Planning &Zoning minutes were received by Council. <br /> 6.2. Comprehensive Plan Amendment— Revise the Future Land Use Map <br /> Mr. Spiczka stated the reason for this is looking for more places to put higher <br /> density residential and to create opportunities for homes. The map identifies a <br /> corridor along Co Rd 11. Mayor does not think the square of land by the water <br /> tower should be public. Mayor also has questions about properties off of Patriot <br /> Ave near SPR Motorsports. Mayor Gardner stated this is not re-zoning but <br /> changing the future land use map so that residential developments are easier to <br /> build. Discussion ensued. <br />
