City Council Minutes December 5,2022 Page 6 of 9 stated that it will increase tax base. He said the new place is approximately 900 sq feet, two-bedroom, one bath and currently the property is assessed at $165,000. He stated with improvements he anticipated it will push over$200,000. He explained that it is a three-stall garage with living quarters above it. He said it was never fully finished and now, he is trying to finish it for a living space. He stated it did not have water or sewer in the past. COUNCIL MEMBER RONNING MOVED TO APPROVE THE USE OF THE WAC AND SAC WAIVER FOR RANDY LOUKOTA'S 31100 BELL AVENUE PROPERTY. COUNCIL MEMBER CLEMENT SECONDED THE MOTION. MOTION CARRIED 5-0. 6. Planning and Zoning 6.1. Planning Commission Report The Planning &Zoning Commission did not meet in November and will not meet in December 2022. 7. Fire 7.1. District Fire Report The November 14, 2022 Fire District Board Meeting Minutes was received by the Council. Mr. Spiczka stated he sent out an RFP for a fiscal agent that is separate from the City. He stated that it is difficult to operate as a separate entity with the City doing the fiscal responsibilities. He stated that he received a lead from LMC yesterday but has not had time to follow up on it. Mayor Gardner stated there is a new Fire Chief Mike Schwankl and 2 new Assistant Chiefs, Daren Nordby and Trevor Lang. 8. Police 8.1 Police Department Report The October 2022 Police Department Monthly Report was received by Council. Rich Spiczka stated Officer Davis is accepting an award from the Sheriffs Association in Alexandria tonight. 8.2 Police Chief Job Description Approval Rich Spiczka stated most of the changes relate to being clear with language on chain of command. He stated before there was a City Administrator there were Council Liaison's to report to. He stated they tried to update the criteria to try to be more open to as many applicants as possible.
