He said the new place is approximately 900 <br /> sq feet, two-bedroom, one bath and currently the property is assessed at <br /> $165,000. He stated with improvements he anticipated it will push over$200,000. <br /> He explained that it is a three-stall garage with living quarters above it. He said it <br /> was never fully finished and now, he is trying to finish it for a living space. He <br /> stated it did not have water or sewer in the past. <br /> COUNCIL MEMBER RONNING MOVED TO APPROVE THE USE OF THE <br /> WAC AND SAC WAIVER FOR RANDY LOUKOTA'S 31100 BELL AVENUE <br /> PROPERTY. COUNCIL MEMBER CLEMENT SECONDED THE MOTION. <br /> MOTION CARRIED 5-0. <br /> 6. Planning and Zoning <br /> 6.1. Planning Commission Report <br /> The Planning &Zoning Commission did not meet in November and will not meet <br /> in December 2022. <br /> 7. Fire <br /> 7.1. District Fire Report <br /> The November 14, 2022 Fire District Board Meeting Minutes was received by the <br /> Council. <br /> Mr. Spiczka stated he sent out an RFP for a fiscal agent that is separate from the <br /> City. He stated that it is difficult to operate as a separate entity with the City doing <br /> the fiscal responsibilities. He stated that he received a lead from LMC yesterday <br /> but has not had time to follow up on it. Mayor Gardner stated there is a new Fire <br /> Chief Mike Schwankl and 2 new Assistant Chiefs, Daren Nordby and Trevor <br /> Lang. <br /> 8. Police <br /> 8.1 Police Department Report <br /> The October 2022 Police Department Monthly Report was received by Council. <br /> Rich Spiczka stated Officer Davis is accepting an award from the Sheriffs <br /> Association in Alexandria tonight. <br /> 8.2 Police Chief Job Description Approval <br /> Rich Spiczka stated most of the changes relate to being clear with language on <br /> chain of command. He stated before there was a City Administrator there were <br /> Council Liaison's to report to. He stated they tried to update the criteria to try to <br /> be more open to as many applicants as possible. <br />
