The properties to the north and south are zoned Commercial,the parcels to the west <br /> across Water Tower Drive are zoned Urban Residential, and the parcels across Lilac <br /> Drive are zoned Commercial. <br /> The Site Plat, dated August 30, 2022,indicates the proposed impervious coverage is 20, <br /> 556 square feet, or approximately 3.2%where 25%is allowed. <br /> The parking requirements of Section 7.10 apply to this parcel.The subject property <br /> contains adequate off-street parking and loading space. <br /> The applicant has not indicated plans to apply for any signage. Signage would need to <br /> meet Section 17-7.1 and be applied for under a separate Land Use Permit. <br /> PUBLIC COMMENT OPENED: No public comment <br /> PUBLIC COMMENT CLOSED. <br /> A motion was made by Planning Commission Member Ellering, seconded by <br /> Planning Commission Member Caouette,to approve the Conditional Use <br /> Permit request to construct multi-family dwellings in the Commercial Zone, <br /> based on the following Findings of Fact: <br /> 1. The subject property is located along Lilac Drive and is zoned"Commercial". <br /> 2. The,subject property is a conforming parcel. The property is vacant. <br /> 3. The property will be served by a private water wells and conforming private sewer <br /> systems. <br /> 4. The conditional use permit request is to construct multi-family residential use on <br /> the subject property. The use is an appropriate conditional use in the land use <br /> zone. <br /> 5. Signage will be applied for under separate Land Use Permit meeting Section 17- <br /> 7.1 of the City Code. <br /> 6. The proposed"use"establishing multi-family dwellings in the Commercial zone <br /> requires a conditional use permit. <br /> 7. The proposed use,with conditions,conforms to the comprehensive plan. <br /> 8. The adjacent property is zoned"Commercial"and"Urban Residential". The <br /> proposed use is compatible with the existing neighborhood. <br /> 9. The proposed use,with conditions,will not be injurious to the public health, <br /> safety,welfare,decency, order, comfort, convenience, appearance or prosperity of <br /> the City. <br /> 10.The conditional use,with conditions,will not be injurious to the use and <br /> enjoyment of other property in the immediate vicinity of the subject property. <br /> 11.
