JENKINS TOWNSHIP/PEQUOT LAKES ANNEXATION <br /> APRIL 29, 2008 <br /> MEETING NOTES <br /> PRESENT: Attorney Tom Fitzpatrick representing Sibley Township, Attorney Paul <br /> Sandelin representing Pequot Lakes, Dave Sjoblad, Cathy Malecha, Sharon Thurlow, <br /> Dennis Czech, County Auditor Debby Erickson, Bob Macnamara, Mike Loven, Sandy <br /> Peine <br /> There were also people in the audience numbering about 15. The City of Jenkins was <br /> represented in the audience by the Clerk, Attorney and Mayor. <br /> Tom Fitzpatrick explained that the proposed annexation is just a concept at this point ant <br /> that the purpose of this meeting is to explore the process to develop the framework and <br /> see if a friendly annexation is feasible. Mr. Fitzpatrick reviewed the Sibley <br /> Township/Pequot Lakes friendly annexation that took place in 2002. He indicated he was <br /> the attorney for the annexation. He reviewed the process and the joint resolution that was <br /> adopted. <br /> Mr. Fitzpatrick indicated that a transition committee was formed during the Sibley <br /> Pequot annexation to review issues that affect the implementation of an agreement. <br /> Members were appointed from the City and the Township to serve on the committee. Mr. <br /> Fitzpatrick discussed all of the points listed in the Sibley Pequot resolution including <br /> different taxing districts; rural and service. <br /> The question was asked why the Township Board Members desired to be annexed into <br /> Pequot Lakes. <br /> • Preserve their own destiny <br /> • Preserve the lakes and the rural area <br /> • Would rather have City Planning and Zoning rather than County Planning and <br /> Zoning <br /> • Pequot Lakes has well established ordinances <br /> • The possibility of leapfrog annexations by cities <br /> Debby Erickson, County Auditor, discussed the timing issues including an election, the <br /> census, redistricting, preliminary levy and precinct boundaries. <br /> The question was raised as to why not look at the City of Jenkins. It was also noted by <br /> someone in the audience that more information is necessary for the Jenkins Township <br /> residents. <br /> Sharon Thurlow indicated that at the next monthly town board meeting, a date would be <br /> set for a public informational meeting. <br />
