The storm water management fee was first <br /> implemented in 1998 . <br /> 2 . Sibley Township was annexed after the ordinance was <br /> adopted implementing the storm water management fee. <br /> The Council began talking about the possibility of <br /> including those parcels of property that were annexed from <br /> Sibley Township in early 2006. <br /> 3 . The Council met on the following dates to discuss the <br /> implementation of this fee to all property owners in the <br /> City: <br /> • January 3, 2006, — Council requested more <br /> information <br /> • February 7, 2006 — Council requested a special work <br /> session for this subject only. <br />
