6.3 Potential Development along County Road 11 — Discussion <br /> Mr. Burslie explained the staff report. <br /> Discussion ensued regarding options for water and sewer/septic, cost of housing, cost of <br /> building, parcel splits,future land use map, and Comp plan. <br /> Mr. Maher,the developer, stated there will be a communal well with a potential <br /> association and separate septic system for each lot.The cost of the building homes and <br /> possessing land is very high and hard to come by. He will need to build at least 10 homes <br /> to make the project feasible. Home costs are geared toward the step-up home buyer— <br /> not a first-time homeowner. <br /> Consensus of the Commission is to have staff initiate the Comprehensive Plan and <br /> Future Land Use Map amendment process to identify future residential growth areas as <br /> "Urban Rural Transition",which will allow for minimum 1-acre parcels. It was noted <br /> amendments to the comprehensive plan/future land use map and zoning ordinance <br /> both require public hearings at the planning commission and final decision by city <br /> council. <br /> 7. Old Business <br /> 7.1 Conditional Use Permits-Discussion <br /> Mr. Burslie explained that the proposed changes allow several current and new uses as <br /> "permitted uses"instead of requiring a conditional use permit.The changes will allow <br /> several new commercial uses to permitted administratively instead of being reviewed by <br /> the planning commission after holding a public hearing, etc. <br /> • <br /> A motion was made by Planning Commission Member Gonczy, seconded by <br /> Planning Commission Member Ellering,to initiate the Public Hearing to <br /> amend the Land Use Matrix as presented.All members voted"aye". Motion <br /> carried. <br /> 8. Approval of Minutes <br /> 8.1 Approval of August 18, 2022, Minutes <br /> A motion was made by Planning Commission Member Ellering, seconded by <br /> Planning Commission Member Gonczy,to approve the August 18, 2022, <br /> Minutes. All members voted"aye". Motion carried. <br /> 9.
