January 28, 2008 WIDSETH
SMITH
NOLTING
The Honorable Mayor and City Council
City of Pequot Lakes
4368 County Road 11
Pequot Lakes, MN 56472
RE: Engineering Services Proposal
South Oak Street Improvements
Dear Mayor and Members of the Council:
This is a follow-up to the first phase of reconstruction in 2007 of South Oak Street from
Brown Street south to West Lake Street.
We understand the City is considering continuing with the reconstruction of South Oak
Street by looking at the portion from West Lake Street down to about Miller Street—
Miller Street being a platted, but not a constructed, street roughly across from the south
property line of the School.
WSN has previously provided the City with study phase engineering services for
roadway and storm drainage improvements on the entire length of South Oak Street,
including this stretch.
As part of that study, it was noted that the existing Right-of-Way (R/W) in this stretch
was only 33-feet wide and that an additional 33-feet of R/W should be obtained from the
School District.
This proposal is for services associated with assisting the City in obtaining this R/W, or
permanent easement, from the School District. We have worked with the City on some
initial discussions with the School District on obtaining this permanent easement from
them. The School District, while it appears they are agreeable in concept, has several
issues and questions. Our scope would include the associated roadway, parking, and
storm drainage preliminary design and layouts to address the School District's issues
and questions.
Once these are addressed and the final scope of improvements is better known, we can
give the City a subsequent proposal to finalize the design, provide bidding drawings and
specifications, assist the City with bidding, and assist the City with construction phase
services.
7804 Industrial Park Road • PO Box 2720 • Baxter,MN 56425-2720 • TEL:218.829.5117 • FAX:218.829.2517 • WEB:www.wsn-mn.com
ENGINEERING ARCHITECTURE LAND SURVEYING ENVIRONMENTAL SERVICES
