City Council Minutes <br /> May 3, 2022 <br /> Page 7 of 8 <br /> improvements a city needs to request placement on the intended use plan to get <br /> in line for the actual funding assistance, which might be low interest loans, and it <br /> could also be some grant money. He said a letter from the Mayor to the Public <br /> Facilities Authority at the State is needed to request placement on the intended <br /> use plan. He stated they put the included draft application together as part of the <br /> facility plan scope of work. He stated that this application gets the City in line with <br /> the funding agencies and shows these agencies that the City is serious about <br /> doing improvement to the force main. <br /> COUNCIL MEMBER CLEMENT MOVED TO APPROVE MAYOR GARDNER <br /> TO SEND IT THE REQUEST FOR PLACEMENT ON THE INTENDED USE <br /> PLAN. COUNCIL MEMBER SEILS SECONDED THE MOTION. MOTION <br /> CARRIED 5-0. <br /> 10. Administration <br /> 10.1. Administration Report <br /> The April 2022 Administration Monthly Report was received by Council. <br /> Rich Spiczka informed the Council that he received a letter from Nancy Adams at <br /> the Library about concerns on safety with parking and pedestrian traffic. He said <br /> it has been suggested to remove two or even three of those angled parking spots <br /> to have a clear opening for pedestrians on Government Drive. Discussion <br /> ensued doing a test spot with cones. The consensus was to remove two parking <br /> stalls to test it out. <br /> Mr. Spiczka discussed Andy Schwartz being on call for the first month that he is <br /> here and training the public works staff to take on call weeks as will. He <br /> explained that$125 was budgeted to cover on call hours for each week. He <br /> stated that they are going to attempt to trade the weekend on call hours for a half <br /> day on Friday. <br /> Discussion ensued on changing the liquor ordinance and organizations that are <br /> allowed to offer alcohol at special events in the city. <br /> 10.2. Draft Boards and Commissions Minutes <br /> Council received the following items. <br /> • April 19, 2022, draft HRA minutes <br /> • April 14, 2022, draft Park Commission meeting minutes <br /> 10.3. Appointment to HRA Board <br /> Mayor Gardner recommended the appointment of Sebastian Mesa to fill the HRA <br /> term that was vacated last month. He said the resident is new to town and very <br /> eager to get involved. <br />
