City Council Minutes <br /> May 3, 2022 <br /> Page 2 of 8 <br /> 5.1. Splash Pad Fundraising Update <br /> Jenni Gonczy gave an overview of the fundraising efforts: <br /> • $71,717 raised which does not include Park Dedication Funds <br /> • $16,039 pending which will bring it up to about$85,000 <br /> • $141,524 is total raised which includes the Park Dedication Fund <br /> • Waiting on Tasty Pizza fundraiser which will be on August 28th <br /> • Community Garage Sale is May 14th at the Cole Memorial Building <br /> • 1st round of discount cards will be going out <br /> Ms. Gonczy said the goal they were aiming for is about$150,000. She asked the <br /> Council what their preference for paver colors is and they decided on gray. She <br /> also asked when they would like to see the path in the ground. Nick Roy <br /> suggested the same time as the splash pad and Rich Spiczka said as long as it <br /> is not in the way of splashpad construction. <br /> The Council thanked Ms. Gonczy for her hard work so far and her updates. <br /> 5.2. Food Shelf Presentation <br /> Jean Kraft, Lakes Area Food Shelf Board Member addressed the Council with a <br /> funding request. She explained that the food shelf is a 5013C, the amount of <br /> people served and hours of the food shelf. She also invited the Council to come <br /> in and see how they operate. The Council consensus was to do some research <br /> to see what they can do to help the organization. <br /> 5.3. Capital Improvement Plan <br /> Jason Murray from David Drown Associates addressed the Council about the <br /> budget concerning projects and capital improvements. He informed the Council <br /> this is very preliminary since the audit numbers are not finalized yet. He said a <br /> primary assumption is that the budget cannot grow as fast as the tax base. He <br /> presented numbers based on a tax base growth of 3% and a budget growth of <br /> 2% with 5% inflation. Mr. Murray presented the financial analysis for the City's <br /> capital improvements. <br /> 5.4. Patriot Avenue Redesign <br /> Tim Houle informed the Council the Patriot Avenue Committee has been meeting <br /> and he provided a summary on information that has been discussed at the <br /> meetings. He explained that Patriot Ave was Hwy 371 for many years and <br /> designed for highway purposes. He stated the committee has been discussing <br /> transitioning it from a rural-type state highway to an urban-type city street. He <br /> stated they talked about using strip map exhibits to gather feedback from the <br /> public and said there was discussion about implementing a real traffic temporary <br /> test section between Main and Sibley Street.
