City Council Minutes <br /> April 5,2022 <br /> • Page 4 of 9 <br /> they were easy assessable. Council Member Ronning asked it this proposal <br /> contains the third waste water cell and Mr. Houle confirmed that is does. <br /> Mayor Gardner asked what the grant that needs to be applied for in 10 days is <br /> for. Mr. Houle explained that Federal Senator Tina Smith are putting out the work <br /> asking what communities might need federal help with which ranges from <br /> community centers to waste water projects. He explained some of the timing. He <br /> stated the at the March 1, 2022 Council meeting it was approved to put the <br /> project on the project priority list which is a list of projects around the state of <br /> Minnesota. The projects are given points and are rated. Then when the state <br /> gets a certain amount of loan money they ask who is ready to do their project <br /> and then June 4th is the intended use plan deadline. The state then takes their <br /> low interest loan money and grant money and look at how many projects are on <br /> the list and how far down the list they can go. They will want to see if there is a <br /> facility plan in place and if the City is on the intended use plan. Council Member <br /> Pederson asked when we will know if we received funds and Mr. Houle explained <br /> that it will be part of an infrastructure bill at the federal level but he does not know <br /> when they will make that decision. He explained it is part of the new federal <br /> infrastructure investment. <br /> Mayor Gardner asked if the engineering number included the funding application <br /> • and all the steps thereafter. Mr. Houle explained that the $2,500 would not be <br /> included in the design number. He explained that they take a percentage of the <br /> percentage costs and set it aside based on the history of similar projects. He <br /> stated that when they get an actual project to design they will supply a more <br /> specific proposal. Mr. Spiczka explained to the Council that if they decide to <br /> move forward to spend the $2,500 that it would come out of the enterprise fund <br /> and would not have a levy affect. <br /> Mayor Gardner closed the public hearing at 7:40 p.m. <br /> The Council consensus was to go forward with the application for funding. <br /> 6. Planning Commission Report <br /> The March 30, 2022 Planning Commission Report and March 17, 2022 Planning <br /> Commission minutes were received by Council. <br /> 7. Fire <br /> 7.1.
