City Council Minutes <br /> February 4, 2008 <br /> Page 3 of 7 <br /> • Business Park Expansion <br /> Council Member Ryan noted that he felt business retention is something <br /> that is important and questioned whether the committee considers this as <br /> one of its goals. Committee members Mark Jurchen and Nancy Adams <br /> indicated that business retention is important to the committee. <br /> Elissa spoke to the Council about the Small Cities Development Program <br /> and noted that the EDC would be working with the Council to determine a <br /> project that would be eligible for this program. <br /> 5.2. Mn/DOT Update on Highway 371 <br /> Tim Bray, Mn/DOT Project Manager for the Highway 371 Corridor, <br /> reviewed the letter to the Council dated January 14, 2008 in response to <br /> Resolution 07-32 documenting the City's preference for the alternate route <br /> of Highway 371. Tim noted that the funding for the project is tentatively <br /> scheduled for 2015 to 2016. Currently Mn/DOT is working on completing <br /> the official mapping of the alternate route. The supplemental EIS study will <br /> be done in house which could affect the timing of municipal consent. The <br /> supplemental EIS will be compared to the no-build option. <br /> Council Member Oraskovich questioned the Mayor as to whether the <br /> same subcommittee that worked on the project of gathering information for <br /> the alternate route would be working on the next phase of finalizing details <br /> of the alternate route. The Mayor indicated it would be same committee <br /> which consists of staff, two Council Members, two Planning <br /> Commissioners, the City Engineer and City Planner. <br /> 6. Planning and Zoning Report <br /> Report presented by Dawn Bittner. <br /> 6.1. Rezoning from Shoreline Commercial to Open Space <br /> Chuck Marohn noted that the Planning Commission held a public hearing <br /> for a rezoning of Shoreline Commercial to Open Space from A. Scott <br /> Pederson. He noted that the property is located on the north shore of <br /> Sibley Lake on CSAH 17 and is currently zoned Shoreline Commercial <br /> and is approximately 15.3 acres in size. The property in question will be <br /> designated as common area within the Nordenstua plat on Sibley Lake. <br /> Chuck Marohn indicated that the Planning Commission is recommending <br /> that the property be rezoned to Open Space. <br />
