Crow Wing County Assessor <br /> Sandra Brueland explained the assessment process: value properties <br /> annually, every 5 years physically value properties, annual assessment <br /> notices mailed by March 31st, appeal process through local and County <br /> boards, and values are set by mass appraisal system (evaluation of several <br /> properties by ownership). Pequot Lakes next physical evaluation will be <br /> summer 2022. <br /> Discussion ensued regarding the EDC's plan for infill of vacant lots, <br /> infrastructure affecting appraisals, mass appraisal system, and physical <br /> property evaluations. <br /> 7. Workforce Housing Update—Accessory Dwelling Units <br /> Mr. Jurchen gave an overview of the staff report. <br /> Mr. Jurchen stated he has worked with Dawn Bittner with lots that have been <br /> identified that can be built without CUP or variances. Mr. Jurchen has now been <br /> working on getting owner information to contact them. <br /> Discussion ensued regarding Accessory Dwelling Units (ADU), ADU's as short- <br /> term rental properties, current City Ordinance on guest cottages/guest quarters and <br /> presenting the possibility of changing the ordinance to allow ADUs. <br /> Consensus of the EDC is for Mark to present the ADU to the Planning &Zoning <br /> Commission at their April meeting. <br /> 8. Potential Builders—Heart of the Good Life <br /> Chair Lottman would like to see potential builders come into the meeting to discuss <br /> plan for the Heart of the Good Life. Mr. Glynn stated that the HOTGL is a TIF <br /> district, that is a 9-year commitment. The city can decide to put out an RFP <br /> regarding set amount of land to develop. <br /> Discussion ensued regarding bringing in builders, dividing the HOTGL into ballfield, <br /> residential builds by removing land from TIF district, and to keep commercial TIF <br /> district. <br /> Consensus of the EDC is to have Mr. Glynn work with Widseth to come up with a <br /> couple different concepts for the HOTGL. <br /> 9. 2022 Project Goals <br /> There are no changes in project goals from the February meeting. <br />
