EXISTING CONDITIONS <br /> Backeround• <br /> The proposed project involves the reconstruction of Coleman Drive from the intersection of <br /> Coleman Drive and Pequot Boulevard to the end of Coleman Drive,approximately 775-feet in <br /> length. Coleman Drive is a local street situated in a residential area on the east side of Sibley <br /> Lake and west of Patriot Avenue.The local roadways connecting to Coleman Drive are Pequot <br /> Boulevard and Oak Street.Exhibit 1 in Appendix A shows the project area. <br /> Coleman Drive is zoned as Shoreline Residential and is located within a 66-foot wide platted <br /> Right-of-Way(R/W)corridor.The existing roadway has an approximate 20-foot wide gravel <br /> surface with significant elevation change throughout the alignment of the road.The roadway has <br /> been re-graveled in recent years in the attempt to mitigate the steep elevation change at the <br /> intersection of Pequot Boulevard and Coleman Drive.The new gravel typically erodes quickly <br /> and ends up in the lowland/wetland area on each side of Coleman Drive. <br /> Based on the Crow Wing County GIS website,there are presently 25 parcels divided up between <br /> 8 property owners that use Coleman Drive as sole access to their property. Exhibit 2 in Appendix <br /> A shows the property ownership layout in the immediate area of Coleman Drive. <br /> The City is responsible for both summer and winter roadway maintenance, including snow <br /> plowing, sand/salting,and re-graveling. While specific dollar values have not been calculated, <br /> relative to other gravel roads,the City does probably spend more than the average each year. <br /> A survey of the existing roadway location with respect to the section line and R/W location has <br /> not been completed for this study.This would need to be completed during the design phase and <br /> may result in adjustments to proposed improvements. <br /> Utilities such as natural gas,cable,telephone,and electric were not located by Gopher State One <br /> Call for this Study;however,they should be anticipated to be in the R/W at various locations. <br /> CITY OF PEQUOT LAKES Page 3 FEASIBILITY REPORT <br /> WIDSETH PROJECT NO.2021-12098 COLEMAN DRIVE <br />
