City Council Minutes <br /> January 24, 2022 <br /> Page 2 of 4 <br /> Mr. Spiczka stated the HRA has available funds and programs the city does not <br /> have access to regarding redevelopment. Mr. Spiczka stated the HRA has been <br /> operating as a property management organization versus redevelopment. <br /> Mr. Ridgely explained that the HRA Board understands the city's concerns yet <br /> there are struggles with Federal regulations on exactly what functions the HRA is <br /> allowed to perform. <br /> Council Member Pederson would like the city to investigate the levy and budget <br /> in more detail for West Grove Townhomes as well as a purpose and Mission <br /> statement for the HRA. <br /> Council Member Ronning has concerns about the complaint letter and inquired if <br /> the letter had the complaints been addressed. Mr. Ridgely stated there was a <br /> program/budget audit performed. Mr. Ridgely stated the HRA passed the audit. <br /> Ms. Botham stated she lives at Sibley Terrace and feels the resident that wrote <br /> the complaint letter was another resident that was bitter toward the HRA and <br /> other residents of Sibley Terrace. <br /> Debbie Botham, HRA Vice Chair gave an overview of the HRA properties and <br /> funding sources: <br /> • Sibley Terrace Apartments—public housing, HUD <br /> • Alpine Apartments—Rural Development <br /> • Parkview I Apartments—Section 8 and Rural Development <br /> • Parkview II Apartments-Section 8 <br /> • West Grove Townhomes-Crow Wing County HRA and Pequot Lakes <br /> HRA joint housingagreement. <br /> Mayor Gardner would like the Council and City staff to get to know more about <br /> the HRA. Mayor Gardner alsourged to the HRA Board to contact the Crow Wing <br /> County HRA to learn more about the duties and responsibilities of the HRA. <br /> 4. Splashpad Quotes <br /> COUNCIL MEMBER PEDERSON MOVED TO HAVE CITY STAFF REACH <br /> OUT FOR DIRECT NEGOTIATION QUOTES FOR THE SPLASHPAD <br /> CONSTRUCTION. COUNCIL MEMBER RONNING SECONDED THE MOTION. <br /> MOTION CARRIED 5-0. <br /> Gail Leverson, Funding Specialist with Wideth. Ms. Leverson explained the State <br /> Comprehensive Outdoor Recreation Plan (SCORP)grant process. Discussion <br /> ensued regarding bathroom construction, splashpad and parking lot projects. <br /> 5. Police Department Operations/ Full Time Officer Position <br /> Chief Kiang gave an overview of the packet information. Chief Kiang met with <br /> Council Member Ronning and Mr. Spickza regarding the full-time officer position. <br />
