City Council Minutes
June 3, 2014
--------------------------
rapid infiltration basins. To get you in a ballparlc, we are looking at the $2
million range.
We just receied cos#s yesterday #or the spray irrigation option. When
considering the spray irrigation equipment, piping, land items, etc. it will be
oer $ million. While tEe initial costs are less expensie thar the Rapid
Enfiltratior Basin costs, we s#ifl hae to consider the operational and land
use issaes with spray irriation — and it is harder to put dolfars to these
facto rs.
• North Washinqton Aenue
We will work with the City on getting some rebates rom MN Power for
using LED street ights and less power.
Turn backs
The big pictre proposed approach is that tFe County will not construct
improements to the turned back roadways prEOr to turn back bu# wif!
instead send the City a check for the turn backs. The City will then use
those monies the way they want to for improvements #o the #urned back
roadways.
We hae also learned that the County - and somewhat MnDOT - are no#
going to respod to our initial negotation spreadsheet with yes's and no's
— like I thought they would. They are jumping to the next step anc are
actually calctlating estimated quantities, estimated unit prices, and total
estimated costs for various roadway segments before they send a
response back.
They want the City to do these kinds of more detailed calculations at this
point for CR 112 and CSAH 11. To estimate the quantities and unit prices
ard fo get estimated costs wilk cos# about $10,00. We hae told te
Corrty that the Council has authorized us to answer questions to keep the
process moing, but this step — whiie anticipated at some point - is a bit
sooneE than expee#ed.
Mayor Adams questioned whether tFe County would pay Tim Houle for
doing the required calcuations. Tim Houie noted that the County would
probably not pay for his work. Mayor Adams stated that the money the
Ciy receives will be 214 dollars and the projects will be done much later.
She no#ed that she wants to see any Turn back money go into a special
account for roads and streets. Tim Houle stggested adding in inflation
fac#ors. Cotncil Member Gardner questioned the cost for Tim to complete
the calculation. Tim Houle noted that they woult4 be billing o an hourly
basis.
