City Council Minutes <br />July 1, 2014 <br />Page 6 of 9 <br />----------------------------- <br />Tim Houle stated that the lights as proposed meet the lighting standards <br />for a residential/commercial area with the 20 foot poles. Council Member <br />Akerson noted his concern regarding the effect of the lights on the <br />residential neighbors. Tim Houle noted that this was considered with the <br />placement of the lights. Mike Loven stated that when considering the <br />height of the light poles the Council should keep in mind the size of the <br />trucks that will be using the road. Council Member Gardner noted that a <br />truck height is 13.6 feet. He noted that he is happy with the 20 foot poles. <br />COUNCIL MEMBER GARDNER MOVED TO APPROVE THE LAYOUT <br />FOR THE ELECTRICAL SYSTEM AND TO AUTHORIZE THE <br />ENGINEER TO OBTAIN QUOTES FOR THE ELECTRICAL SYSTEM <br />ASSOCIATED WITH THE STREET LIGHTS ON NORTH WASHINGTON <br />AVENUE. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. <br />MOTION CARRIED 5-0. <br />9.1. Citv Engineer Update <br />Tim Houle presented the following updates. <br />• VWVfF Facilitv Plan <br />Tim Houle noted that he is working at pulling together the operation costs <br />and land use issues which will be part of the analysis. <br />Tim Houle discussed a possible new option on regionalization. The <br />concept would be to pipe Pequot Lakes' wastewater to the Pine River <br />Area Sanitary District wastewater treatment plant, about 9 miles away. <br />This has been discussed with the MPCA. One possible tie in is that it <br />would go past Jenkins. Through the years, Jenkins has been looking at <br />wastewater collection, treatment, and disposal options. Initial cost-wise, it <br />would be in the range of the rapid infiltration basin option. But, the City <br />could sell its present treatment facility and spray irrigation land and would <br />not have to worry about odors, spray onto the trail, etc. On the flip side, <br />the City would give up some "control", would have to pay a monthly <br />treatment cost, and would have to work through the Sanitary District first <br />well ahead of expanding and increasing flows. The Council questioned the <br />current capacity of the Pine River system. Tim Houle noted that it is at <br />50%. He also reminded that Council that this option would require the City <br />to look at long range operational costs. Council Member Sjoblad stated <br />that there is funding available to encourage the regionalization process. <br />• The Proposed MnDOT Hwy 371 Project <br />
