City Council Minutes <br />July 1, 2014 <br />Page 2 of 9 <br />COUNCIL MEMBER GARDNER SECONDED THE MOTION. MOTION <br />CARRIED 5-0. <br />4. Open Forum <br />There was no one present for open forum. <br />5. Presentations <br />5.1. Sheriff Dahl - Sheriff Dahl was unable to attend. <br />6.1. Planning Commission Report <br />Report received by Council. <br />6.2. Direct Sale of Tax Forfeited Land <br />Subject Property -.24 acres located adjacent to North Sleuter Road on <br />the west side of Sibley Lake which includes 9 feet of lakeshore frontage <br />on Sibley Lake. Justin Burslie noted that Crow Wing County is requesting <br />to classify the subject tax forfeited property as "Non-Conservation". He <br />noted that the Planning Commission has determined that the property is <br />not developable due to the size and is recommending to reclassify it to <br />non-conservation with the condition that the property be consolidated with <br />adjacent property owned by the purchasing party. <br />COUNCIL MEMBER SJOBLAD MOVED THAT THE PROPERTY BE <br />RECLASSIFIED TO NON-CONSERVATION AND THE PROPERTY BE <br />OFFERED FOR SALE TO THE ADJACENT PROPERTY OWNER WITH <br />THE CONDITION THAT THE LOT MUST BE CONSOLIDATED WITH <br />THE ADJACENT PROPERTY. COUNCIL MEMBER GARDNER <br />SECONDED THE MOTION. MOTION CARRIED 5-0. <br />6.3. Ordinance Amendment Regarding Diqital Siqns <br />Justin Burslie explained that the Chamber of Commerce, American Legion <br />and School District have made application for an ordinance amendment to <br />allow digital/changing message signs in the commercial areas of the City. <br />The Planning Commission held a public hearing and had discussion on <br />the proposal. Following the public hearing and discussion the Planning <br />Commission recommended that the amendment be denied because it is in <br />conflict with the community character section of the Comprehensive Plan <br />and because the City has determined that dynamic displays will <br />
