City Council Minutes <br />April 1, 2014 <br />Page 4 of 5 <br />----------------------------- <br />and 4 lights on Government Drive. Council Member Gardner stated that <br />he would like to see four lights. Council Member Sjoblad stated that there <br />must be enough lighting for safety reasons. <br />Council Member Gardner suggested not including the bench at this time. <br />Discussion was held regarding the possibility of lowering the wall in some <br />spots to provide seating. <br />Tim Houle reminded the Council that construction testing and observation <br />costs are additional project costs not included in the bid. <br />Discussion continued regarding the amenities related to the alternate bids. <br />COUNCIL MEMBER PEDERSON MOVED TO AWARD THE BASE BID <br />OF $185,190.54 FOR THE NORTH WASHINGTON AVENUE <br />IMPROVEMENTS TO DECHANTEL EXCAVATING AND TO INCLUDE <br />THE FOLLOWING ALTERNATES: TYPE C OIL, 4 STREET LIGHTS <br />AND BASES, 2 BENCHES. COUNCIL MEMBER SJOBLAD <br />SECONDED THE MOTION. THE MOTION CARRIED 4-1. COUNCIL <br />MEMBER AKERSON OPPOSED. <br />Council Member Akerson stated that he is not opposed to the project but <br />that he would like to resolve the neighbor's concerns before accepting the <br />bids. <br />9.2. Street Criteria Committee Update <br />The Council reviewed evaluation criteria, scoring sheet and pavement <br />condition definitions which were drafted by the Street Criteria Committee. <br />Tim Houle explained that the criteria is a way to categorize and rank the <br />streets and is meant to be a guide. <br />9.3. City Enqineer Update <br />Tim Houle updated the Council on the Highway 371 Turnback process. He <br />noted that the County and MnDOT are reviewing the negotiation <br />spreadsheet that was drafted by the Turnback Committee and reviewed <br />by the Council. He explained that the County is requesting to negotiate a <br />lump sum agreement on the turnbacks with the City which is the same <br />process that MnDOT will be using with the roads it turns back to the <br />County. <br />The Council concurred that when the County has completed its review of <br />the City's spreadsheet information it will be given to the Turnback <br />
