City Council Minutes <br />March 4, 2014 <br />Page 4 of 6 <br />----------------------------- <br />Tim Houle reviewed the North Washington Avenue Street Improvement <br />Plans. He requested the Council to authorize the advertisement of bids. <br />He stated that he hopes to have the bids in front of the Council on April 1 St <br />with a construction start sometime in the middle of August and completed <br />by winter. <br />Council Member Pederson stated he would like to see the cost to add <br />pedestrian seating and lighting. He explained that the Planning <br />Commission is looking at the Downtown Plan and have discussed <br />amenities such as benches and lighting. It was the consensus of the <br />Council to have the City Engineer add lights and benches as an alternate <br />bid. <br />COUNCIL MEMBER GARDNER MOVED TO AUTHORIZE THE <br />ADVERTISEMENT FOR PUBLIC BIDS FOR THE NORTH <br />WASHINGTON AVENUE PROJECT AND TO INCLUDE AN <br />ALTERNATE BID FOR BENCHES AND LIGHTS. COUNCIL MEMBER <br />PEDERSON SECONDED THE MOTION. MOTION CARRIED 4-0. <br />9.4. Amendment to North Washington Enqineering Agreement <br />Tim Houle provided an amendment to the North Washington Engineering <br />Agreement which covers additional services related to construction phase <br />administration and observation. <br />COUNCIL MEMBER GARDNER MOVED TO APPROVE THE <br />ENGINEERING AGREEMENT AMENDMENT FOR THE NORTH <br />WASHINGTON AVENUE PROJECT. COUNCIL MEMBER PEDERSON <br />SECONDED THE MOTION. MOTION CARRIED 4-0. <br />9.5. Facility Plan <br />Tim Houle reviewed the draft effluent disposal options for the facility plan. <br />He explained that one of the reasons the City is doing a study is because <br />the Highway 371 project will impact the City's spray irrigation fields. Tim <br />Houle reviewed the draft effluent disposal options while discussing the <br />advantages and concerns with each option. It was the consensus of the <br />Council to not consider the following options: <br />• Pipe to wetland complex — Cloverleaf Lake to the East <br />• Pipe to Sibley Lake — Mayo Lake to the West <br />• Pipe to the Preserve Golf Course <br />The Council showed considerable interest in the Rapid Infiltration Basins. <br />
