City Council Minutes <br />February 3, 2014 <br />Page 3 of 9 <br />----------------------------- <br />and Dawn Bittner. The Committee shall have a draft plan to the <br />Council in April. <br />ECONOMIC DEVELOPMENT: A marketing plan was the number one <br />goal of the Council. The Council had also discussed the need for a plan to <br />create more jobs. <br />• The Council directed the EDC to begin working on a marketing <br />plan. <br />GOVERNMENT: <br />• The Council directed the Personnel Committee to continue <br />studying the concept of a City Administrator. <br />6. Planninq and Zoninq <br />Report received by Council. <br />6.1. Planninq and Zoninq Assessment <br />The City Clerk stated that the Planning Department completed an <br />assessment of the services provided. The Council reviewed a summary of <br />the assessment. The Planning Commission acknowledged that the <br />Planning and Zoning Department is providing the services necessary to <br />complete the directives of the Council. The Mayor thanked Dawn Bittner <br />for completing the assessment. <br />COUNCIL MEMBER SJOBLAD MOVED TO ACCEPT THE 2013 <br />PLANNING DEPARTMENT ASSESSMENT. COUNCIL MEMBER <br />PEDERSON SECONDED THE MOTION. MOTION CARRIED 5-0. <br />6.2. Comprehensive Plan Goals and Objectives <br />Justin Burslie explained that the Planning Commission has reviewed the <br />comprehensive plan to determine priority goals and objectives. He <br />reviewed the six high priority goals that were identified by the Planning <br />Commission. <br />High Priority: <br />
