MINUTES <br />PEQUOT LAKES PLANNING COMMISSION <br />REGULAR MONTHLY MEETING <br />NOVEMBER 19, 2009 <br />PRESENT: Tom Adams, Deb Brown, John Derksen, Bill Habein, Mark Hallan, Scott <br />Pederson, and Dean Williams. ABSENT: Tom Woog. <br />CITY PLANNER: Ben Oleson and Justin Burslie, Community Growth Institute. <br />ZONING ADMINISTRATOR: Dawn Bittner. <br />COUNCIL LIAISONS: Craig Nagel and Cathy Malecha. <br />The meeting was called to order by Vice-Chair-Tom Adams at 6:00 p.m. <br />COMPREHENSIVE PLAN DISCUSSION: <br />a. Community Character Action Plan Review — <br />Mr. Oleson explained that the input from our October meeting has been incorporated into <br />this report. The additions in red were suggestions from the Planning Commission with <br />some wordsmithing from Staff. <br />After discussing the changes in red it was suggested to possibly include tables indicating <br />total acreage of City,, the percent that are lakes, wetlands, etc. A table could also be <br />included for buildable land, taking away roads, Potlatch land, County land, etc. Another <br />table indicating how many acres already dedicated to recreation, County land, lakes, etc. <br />would also be nice. It was pointed out that there are places only usable for recreation but <br />access is over private land or is unreachable. It would also be nice to know how much <br />land is available for development, what percentage is commercial, residential, etc. Staff <br />will see what they can do. <br />b. Recreation Action Plan — <br />In the Intent section "facilities" may not be the correct term — possibly opportunities or <br />spaces. The intent is for more developed spaces, not just ball fields. <br />Lakes and Wetlands — Most of this paragraph has a negative connotation and will be <br />removed. <br />The second paragraph needs some work. The lakes are accessible. Access exists on East <br />Twin, Sibley and through MN/DOT right -of -way for West Twin. Access to Middle <br />Cullen is from Nisswa; portions of all three Cullen's are within the City. <br />Background section — The last sentence needs to be corrected. There are no arcades and <br />the school gym is not very accessible.
