In addition, the inspector shall <br />confirm that all federal, state, and local regulations are being followed throughout <br />the construction phase. Furthermore, the inspector shall verify and record all <br />quantities using an item document ledger to ensure contractor pay requests are <br />accurate. It is the duty of the inspector to keep a daily journal documenting the <br />construction process. <br /> <br />2.3.4. Project Completion <br /> Upon completion of the construction phase, the Consultant shall certify that the <br />project meets the following requirements: <br />x 95% substantial completion <br />x The project meets all federal, state, and local regulations <br />x All construction documentation has been completed <br />x All environmental documentation is finalized <br />x All funding documentation is complete <br />x Final contractor payments have been made <br />x As-built plans have been delivered to all road authorities <br /> <br /> <br />3. SCHEDULE <br />The schedule for the services described in this document will be formalized during the <br />development of the project contract. The final schedule must include October 1, 2021 as the <br />hard deadline for all Phase 1 deliverables to be complete. Dependent upon the results of Phase 1 and the feasibility of moving the <br />project forward, a future contract may be issued for Phase 2 and Phase 3.
