City Council Minutes <br />October 6, 2020 <br />Page 3 of 6 <br />----------------------------- <br /> <br />have to pay the Sewer Availability Charge (SAC) fee to hook up to the City’s <br />sewer line. <br /> <br /> Andy Schwartz with Pine River Area Sanitation District and Mr. Gorr attempted to <br />explain why SAC fees are charged to Mr. Schmidt. <br /> <br />9.2A Rasmussen Road & South Washington Avenue Improvement Project – Partial <br />Payment Estimate (Final) <br /> <br />Mr. Houle gave an update on the Rasmussen Road & South Washington <br />Improvement Project and the final payment. <br /> <br />Mike Czech inquired why there are short parking spaces in front of the Library. <br />Mr. Houle stated the original parking spots were the same length, however, there <br />was no curb and gutter previously. <br /> <br />COUNCIL MEMBER SEILS MOVED TO APPROVE THE PARTIAL PAYMENT <br />ESTIMATE NUMBER 5 (FINAL) TO RL LARSON EXCAVATING, INC IN THE <br />AMOUNT OF $172,948.05. COUNCIL MEMBER SWANSON SECONDED THE <br />MOTION. MOTION CARRIED 4-0. <br /> <br />9.3 Betsy Ross Flag <br /> <br />Mr. Gorr gave an overview of the issues with the Betsy Ross Flag in the flag <br />display in Trailside Park. The consensus of the Council was to move forward with <br />lighting the Betsy Ross Flag. <br /> <br />9.4 Wildlife Trail Road Status, Upgrades, and Maintenance Request <br /> <br />Mr. Gorr stated Mr. Mike Czech from Wildlife Trail has requested the City’s <br />assistance with snow removal on the private road. Mr. Gorr stated he believes <br />Wildlife Trail meets the City’s Rustic Road standards. <br /> <br />Mr. Czech gave an overview of an email he sent to Mr. Gorr and Ms. Duus <br />regarding the Minnesota State statutes on snow plowing and the conditions of <br />the road. Mr. Czech stated the prior concerns with plowing and/or adoption of <br />Wildlife Trail were liability, setting a precedent for other private roads, quality of <br />the road, and tax base if adopted. Mr. Czech is asking the Council to consider <br />plowing even if the City does not want to adopt Wildlife Trail as a City street. <br /> <br />Discussion ensued regarding the advantages and disadvantages of adopting <br />Wildlife Trail as a City Street, as well as, upgrades and maintenance. Council <br />Members Swanson, Seils and Pederson agree that the City should start the <br />process in adopting Wildlife Trail as a City road. <br /> <br />COUNCIL MEMBER SWANSON MOVED TO START THE PROCESS TO <br />ADOPT WILDLIFE TRAIL AS A CITY STREET BASED ON LEGAL ADVICE. <br />SECONDED BY COUNCIL MEMBER SEILS. MOTION CARRIED 4-0.
