R <br />City Council Minutes <br />December 1, 2009 <br />Page 2 of 10 <br />3.2. PAYMENT OF BILLS <br />3.3. FINANCIAL STATEMENT <br />3.4. LIBRARY REPORT <br />3.5. RESOLUTION 09 -36 ACCEPTING CONTRIBUTIONS AND <br />GRANTS FROM OCTOBER 23, 2009 THROUGH NOVEMBER 19, <br />2009 <br />COUNCIL MEMBER MALECHA SECONDED THE MOTION. MOTION <br />CARRIED 5 -0. <br />3.4.A. Transfer Of Library Funds In The Amount Of $10,000 From Current <br />CD To A New 18 Month CD <br />Council Member Ryan questioned why the Council is approving the CD <br />Transfer after it has already been transferred. The Clerk noted that it was <br />an oversight. Council Member Ryan requested that we look at procedures <br />so that this does not happen in the future and report back to the Council in <br />January. <br />COUNCIL MEMBER RYAN MOVED TO ACCEPT THE TRANSFER OF <br />LIBRARY FUNDS IN THE AMOUNT OF $10,000. COUNCIL MEMBER <br />`- NAGEL SECONDED THE MOTION. MOTION CARRIED 5 -0. <br />4. Open Forum <br />No one was present for Open Forum. <br />5. Presentations <br />5.1. Insurance Liability Coverage Waiver <br />Mark Jurchen noted that he is working on renewals and each year the City <br />has to decide whether it wants to opt out of the waiver for the statutory <br />limits. Mark Jurchen recommended to maintain statutory limitation. <br />COUNCIL MEMBER SJOBLAD MOVED NOT TO WAIVE THE <br />MONETARY LIMITS ON MUNICIPAL TORT LIABILITY ESTABLISHED <br />BY MINNESOTA STATUTES 466.04. COUNCIL MEMBER RYAN <br />SECONDED THE MOTION. MOTION CARRIED 5 -0. <br />5.2. Proposal for Video System <br />Council Member Ryan introduced Joe Gibbons from Birchdale Fire and <br />Marine. Joe gave the Council a proposal on a video and audio system for <br />taping Council meetings for the purpose of playing them back on cable <br />
