October 20, 2009 Minutes <br />Housing & Redevelopment Authority <br />Commissioners present: Peterson, Marchwick, Jurchen. Also present: Director O'Brien, Assistant Director <br />Anderson, Mayor Adams, Tenants <br />5:002 P.M Chairman Peterson called to order the regular meeting of the Housing Authority. <br />Consent Agenda approved. M/Jurchen S/ Marchwick. All ayes motion carried. <br />West Grove <br />The Director updated the board on occupancy. The final open unit will be filled in the middle of November. <br />Sibley Terrace <br />5.1 Director O'Brien presented the results of the bid opening for the kitchen remodel project. She explained <br />that HUD's procurement policy, and the Pequot Lakes HRA procurement policy both state that the lowest <br />bid will be accepted unless the contractor is unable to perform. Discussion was had about wanting to use <br />local contractors; however a contractor from St. Cloud was the low bid. Discussion was also had about <br />which of the plans to use. The plan recommended by staff would remove the wall mounted oven, and <br />replace it with a traditional oven/stove combo, and add a built in microwave/hood vent combo above the <br />stove, thus adding countertop space. There would also be all new countertops, cabinets and sink installed. <br />It was brought up that some residents like the wall mounted oven because they do not need to bend down to <br />use it. The Director stated that staff was aware that this was the case for some residents, however the cost to <br />replace the wall mounted oven alone was over $1,000, and cost prohibitive. She stated that with the funds <br />they have only 6 -7 units will be completed in this round, so they will start with any units in need of <br />immediate repair, and then ask for volunteers. Resolution 2009 -6 (contingent on a favorable reference for <br />the lowest bidder from the St. Cloud HRA) M/Marchwick S /Jurchen All ayes motion carried. <br />5.2 Director O'Brien updated the board on the 2009 Capital Fund. HUD is requiring a budget on a new <br />form. Items to be included are: Software upgrade, Kitchen Remodel of 1 unit, installation of 2 automatic <br />doors for the 2 Handicapped accessible units, Landscaping upgrades, boiler upgrades, and administrative <br />costs. Resolution 2009 -4 M/Peterson S/Marchwick All ayes motion carried. <br />5.3 Director O'Brien presented information about the 2010 -2014 5 year plan. She read through the list of <br />priorities as identified by Staff, Residents, and the Board. The board questioned the heater /a/c units and the <br />Director informed them that although it is included on the priorities list, she did not assign it a year or a <br />dollar amount because there were just starting to research it now and staff sees this as a potential future <br />project. No motion was needed at this time —the board made no changes and the 5 year plan will go out for <br />public comment and be adopted after the public hearing at the December Board meeting. <br />Parkview <br />The director did not have any business related to Parkview. Parkview Resident Larry Parker was in <br />attendance, and was asked if there were any concerns from Parkview — he stated that everything was good. <br />.1 ine <br />
