The Natural Features section, the work "cherished" could be removed. <br />The Social Gathering Places and Events section, the last two sentences of the new <br />paragraph need editing. The Chokecherry Festival will be added to the events. The <br />"public space adjacent to the park" is Government Drive and the Highway. There are no <br />defined borders. "Reconfigured" should be changed to "defined ". <br />The Opportunities for a Balanced Lifestyle section, the first sentence needs to be edited. <br />The last sentence needs to end after Pequot Lakes. <br />The Policies section, add "and/or" to lake management plans. <br />The Actions section, another public workshop will be held to work on the action plans. <br />b. Housing Action Plan — <br />Mr. Marohn introduced Erika O'Brien, Executive Director of the HRA. Mr, Marohn will <br />meet with Ms. O'Brien to edit the Background section. She recently presented him with <br />a Housing Study. <br />The Policies section, diversifying the neighborhoods is a good idea. The first policy <br />refers to connecting neighborhoods. Residents of Sibley Terrace state they need <br />sidewalks with benches. Sidewalks can be a trail system rather than along the streets. A <br />connection from the Paul Bunyan Trail with Sibley Lake Park has been mentioned in the <br />past. Ms. O'Brien stated that on the third page, "require" may be too strong of a word <br />regarding senior housing. <br />Chairman Woog recessed the meeting for five minutes. <br />Chairman Woog opened the public hearing. <br />APPLICANT: Steve Caouette <br />Applicant requests a Variance to Construct a Basement under an Existing Dwelling <br />on a Non - Conforming Lot <br />Mr. Marohn explained the Staff Report. Applicant was not present. Staff and Planning <br />Commission members Adams and Habein met with applicant on site. Applicant has <br />agreed to all conditions mentioned last month. He could not move the structure to make <br />it conforming. The cost was prohibitive. Staff recommends approval of the Variance <br />with 3 conditions. <br />Mr. Adams stated the Staff Report indicates one or two courses of blocks. Both he and <br />Mr. Habein recall the plan to be two courses. Mr. Habein would also like a condition <br />added that the property owner obtain a construction easement from the neighbor.
