R INUTES PEQUOT LAKES PLANNING COMMISSION REGULAR MEETING OCTOBER 15, 2009 PRESENT: Tom Adams, Deb Brown, Bill Habein, Mark Hallan, Scott Pederson and Tom Woog. ABSENT: Dean Williams and John Derksen. CITY PLANNER: Charles Marohn, PE, AICP ZONING ADMINISTRATOR: Dawn Bittner COUNCIL LIAISON: Craig Nagel The meeting was called to order by Chairman Woog at 5:36 p.m. COMPREHENSIVE PLAN DISCUSSION: a. Community Character Action Plan — Mr. Marohn explained that this section has been dramatically rewritten. He will read through each section and discussion will follow for changes. For the Background section, Mr. Habein stated that the City has been a split town for many years. In the 1940's it was split by the railroad but it was balanced. In 1952 Highway 371 was moved making the split more permanent. The neighborhoods functioned. There were choices and competition. It was just not a walking community; automobiles were also used. Mr. Pederson stated the merger with Sibley Township was a major event. The rural area became part of "town ". The town became more diverse. For the Sense -Of -Place section, Mr. Woog asked if the ratios in number 2 could be defined. Ms. Brown asked who the audience for this document will be. Mr. Marohn explained the Comprehensive Plan is written for the general public. For City officials it is a compilation or study for decisions being made or goals or objectives. For the public, it states what the city is all about. For developers and investors in the community, it states our values and our vision. The Small Town Feel section, Mr. Marohn explained the downtown historic area would be the traditional grid pattern of development. Historic defines a geographic area.
