AGENDA ITEM #9.2
city of
Pequot
Lakes— _
REPORT TO CITY COUNCIL
Report Prepared by: Rich Spiczka, City Administrator and Jason Gorr,
Public Works Director
Date: January 5', 2021
Subiect: Cooperative Road Project-Akerson/Nelson/Wild Acres Roads
Study Phase Firm Selection
Re ort:
The four local governments of Ideal Township, Jenkins Township, City of Pequot Lakes, and the
City of Breezy Point have been discussing the potential of a cooperative road project. To
cooperatively rebuild Buschman Road,Nelson Road, Akerson Road, and Wild Acres Road in
their respective communities with the goal that Crow Wing County would accept the roads. It is
understood that the traffic using these roads includes local traffic and a substantial amount thru
traffic and heavy trucking from adjacent gravel pits. In 2019 each community adopted a
resolution to acknowledge the potential of working together. In each of the resolutions the local
government identified the total distance of roadway being discussed.
Total approximate centerline length of all roads= 68,200 feet
Frontage in Breezy Point= 19,700 feet(28.9%)
Frontage in Ideal Township= 13,640 feet(20.0%)
Frontage in Pequot Lakes= 31,000 feet(45.4%)
Frontage in Jenkins Township=3,860 feet(5.7%)
The group along with Crow Wing County created a Request For Proposals(RFP)to lay the
ground work to move forward on a cooperative project.
The County Engineer has indicated that they would only consider taking on the roads only if they
are built to County State Aid Road Standards. That means a ten-ton road with 12' driving lanes
and six' paved shoulders all within a 100' right of way. Most of the existing road do not have a
right of way but operates on a prescriptive easement and 20-22' of total pavement with little to
no shoulders.
The RFP Process
