City Council Minutes <br /> November 10, 2020 <br /> Page 4 of 7 <br /> ----------------------------- <br /> 9.1 Wildlife Trail Update <br /> Mr. Houle stated after the October meeting, as suggested by the City Attorney, <br /> Widseth has reviewed publicly available information and confirmed that the Plat <br /> has been recorded, and the Plat includes Right-of-Way(RNV)dedicated to the <br /> Public. Also suggested by the City Attorney, Widseth is spot checking the field <br /> location of the R/W versus the edge of the road. The field survey indicated that <br /> there is at least one location where the existing road does cut close to or is <br /> slightly off the R/W. Widseth suggests that in such a situation where there is not <br /> enough room befinreen the edge of the road and the R/W for drainage or other <br /> public purposes the property owners be informed that the road needs to be <br /> relocated within the R/W with City observation, or new R/W obtained, before the <br /> City accepts the road. There are finro options: 1) physically relocate the road <br /> within the R/W which would have to wait until spring and 2)work with property <br /> owner at corner and obtain the description and permanent easement. <br /> Mr. Mike Czech was present to discuss the options with the Council and staff. <br /> Consensus of the Council is to have Public Works, Widseth and the property <br /> owners explore the finro different options and get estimates for cost. <br /> Mr. Houle stated that he suggests the City hold off on plowing the road until it is a <br /> City street, per the attorney advise. Mr. Gorr stated if the Council chooses, the <br /> Public Works Department does not have an issue with plowing. Council Member <br /> Pederson asked Mr. Czech if their intention is for the City to start plowing <br /> immediately. Council Member Pederson would like an agreement drawn up <br /> regarding snowplowing and intent to take over the road as a City street. The <br /> consensus of the Council is that winter maintenance be taken over by the City's <br /> Public Works staff. <br /> 9.2 Joint Road Proiect Reauest for Proposal (RFP) <br /> Mr. Houle stated a RFP is being issued to select a Consultant to perform a Study <br /> on possible upgrades to the combination of Bushmann Road, Ackerson Road, <br /> Nelson Road and Wild Acres Road. The RFP for this study state also includes <br /> identifying potential funding assistance sources. The draft schedule at this point <br /> is to select a consultant mid-December 2020, engage them in January 2021, and <br /> to have the Study completed no later than October 2021. <br /> Discussion ensued regarding cost of the Study, possible cost of the project, <br /> obstacles with this project and benefits of Cooperative Effort. <br /> 10. Administration <br /> The following items were received by Council. <br /> • October 8, 2020 draft Park Commission notes <br /> • October 20, 2020 draft EDC Minutes <br /> • October 20, 2020 HRA Minutes <br />
