City Council Minutes <br /> November 10, 2020 <br /> Page2of7 <br /> ----------------------------- <br /> No one appeared under open forum. <br /> 5. Presentations <br /> 5.1 Certification to Taxes— Delinauent Bills <br /> Jenny Peterson presented the updated list of preliminary certifications to taxes <br /> for utility accounts that are past due. She stated that State Statute allows <br /> municipalities to certify past due amounts to the County Auditor as a lien against <br /> the property. She stated that a letter was sent to each property owner informing <br /> them of the delinquency and the opportunity to appear before the Council. <br /> Ms. Peterson stated there is also a resolution for Council consideration but <br /> before considering that resolution, the Council will want to ask if there is anyone <br /> present who would like the chance to contest that assessment. <br /> Mayor Tayloe asked if there is anyone present who would like to contest that <br /> assessment. No contestations occurred. <br /> COUNCIL MEMBER PEDERSON MOVED TO APPROVE RESOLUTION 20-36 <br /> ADOPTING ASSESSMENTS FOR UNPAID SERVICE CHARGES. COUNCIL <br /> MEMBER SWANSON SECONDED THE MOTION. MOTION CARRIED 3-0. <br /> 6. Planninca and Zoninq <br /> 6.1 Planninq Commission Report <br /> The October 15, 2020 draft Planning Commission minutes were received by <br /> Council. <br /> 6.2 Planninq Commission Resianation <br /> The Planning Commission <br /> Ms. Bittner stated she received the written resignation from Andrew Birch from <br /> the Planning Commission. His term would have expired on December 31, 2020. <br /> The City is grateful for Mr. Birch's service on the Planning Commission. There <br /> are currently finro vacancies in the Planning Commission. The Council <br /> acknowledged the resignation and thanked Mr. Birch for his service. <br /> 6.3 Siqn Violation—Council Direction <br /> Ms. Bittner presented the report for the Sign Violation. <br /> Council Member Swanson asked Mr. Anderson if he would like to postpone the <br /> subject. Mr. Anderson said he last heard of this in June when he met with Mr. <br /> Tayloe. Mr. Anderson has three issues with this violation: he does not agree this <br /> is offsite signage, what brought this up in the zoning office/why now, and this sign <br />
