City Council Minutes <br />September 1, 2009 <br />Page 3 of 11 <br />Kim Bolz - Andolshek, 27546 West Twin Lakes Drive, Peciuot Lakes. — <br />Ms. Bolz- Andolshek stated that she appreciates the survey, but is <br />frustrated because it is the Council's decision to subsidize or not subsidize <br />the project. She spoke about the use of TIF for retail businesses and <br />stated she did not feel TIF should be used for this purpose. She further <br />noted that the decision will affect other businesses in the area, not just <br />Pequot Lakes. Ms. Bolz- Andolshek noted she did not agree with the <br />process the City followed regarding the TIF request. <br />Tom Thomason 30497 Highway 371 — Mr. Thompson noted that there <br />are duplicates of many businesses in town. He questioned why there is <br />only one grocery store and suggested that another store would be <br />competition. <br />Andrew Porter - Lot A 4 Sibley Terrace - Mr. Porter stated that he <br />agrees with Kim Bolz- Andolshek. He noted that he does not believe TIF <br />should be used for a new competitor who has established roots in the <br />community. <br />Barbara Porter, Lot A 4 — Sibley Terrace — Ms. Forest stated that she <br />agrees with Justin and Kim Bolz - Andolshek. <br />RuthAnn Hanson — Nisswa, MN. — Ms. Hanson asked the Council to <br />check the validity of the petition as her name was signed by her 14 year <br />old son. <br />Ted Schaefer — 6295 Nashway Road Nisswa MN — Mr. Schaefer stated <br />he is not opposed to TIF, but does not believe it should be used for <br />competition. He further spoke about the site plan not being complete. <br />5. Presentations <br />5.1.A. Project Overview - TIF Proposal for Proposed Oppidan Project <br />Paul Tucci, Oppidan, addressed the Council regarding their proposed <br />project for a development to include a SuperValu Grocery Store. He noted <br />that the building will be 33,000 square feet and will include a gas service <br />island, a grocery store of 30,000 square feet, and ancillary space of 3,000 <br />square feet. Mr. Tucci noted that the Planning Commission reviewed the <br />development proposal and discussed the issue of zoning in regard to <br />downtown mixed use versus commercial. Mr. Tucci noted that he may not <br />need to go with the downtown mixed use zone and will be working with the <br />Planning Commission on this issue. Mr. Tucci noted that Oppidan is trying <br />to establish a retail area at an investment of $6 million dollars. <br />
