City Council Minutes <br /> June 2, 2020 <br /> Page 3 of 12 <br /> ----------------------------- <br /> Nancy Malecha stated the interview panel is recommending the promotion of <br /> Ryan Franz to the Police Sergeant position within the Pequot Lakes Police <br /> Department. She informed the Council that the interview panel consisting of <br /> Police Chief Klang, Baxter Police Chief James Exsted, Public Works Director <br /> Jason Gorr, and herself interviewed a total of five applicants for this position. She <br /> stated that Mr. Franz has been a Police Officer with the City since September of <br /> 2016 and he has verbally accepted this position at grade 17, step one of the <br /> City's current pay structure. Ms. Malecha stated it would become effective June <br /> 3, 2020. <br /> COUNCIL MEMBER AKERSON MOVED TO APPOINT RYAN FRANZ AS <br /> POLICE SERGEANT AT GRADE 17, STEP 1, $25.65 PER HOUR EFFECTIVE <br /> JUNE 3, 2020. COUNCIL MEMBER SEILS SECONDED THE MOTION. <br /> Council Member Swanson stated that she has concerns about the hiring process <br /> and she would like to see further discussion. She said she would like more <br /> information and would like to reevaluate their choice. She said she would like to <br /> look at why Mr. Franz was chosen over Ms. Petersen. Ms. Malecha stated they <br /> should take into consideration that there was a total of five applicants and they <br /> should not single out a couple of applicants. <br /> Council Member Seils asked if this was information that they can even discuss at <br /> a meeting and if they would need to have a closed meeting. Ms. Malecha stated <br /> it would depend on what information they would want from the panel. Council <br /> Member Seils said she did not see the purpose in postponing. <br /> Mayor Tayloe stated that he believes they should have the back of their Police <br /> Chief and the interview panel. <br /> Council Member Akerson said they hired Ms. Malecha as a manager for the City <br /> and they have to trust her for these decisions that are being made. He stated that <br /> he does not think they can discuss any of the reasons that they had and thinks <br /> the panel should be the only ones that know what is going on. He thinks they <br /> should trust their judgment and move on. <br /> Council Member Swanson stated that she thinks that maybe a mistake was <br /> made by choosing the sergeant candidate and they need to examine another <br /> candidate more closely. <br /> Council Member Seils stated that she trusts the committee that interviewed all <br /> the candidates. <br /> Discussion ensued about calling a special meeting and the voting process for the <br /> current motion. <br /> MOTION CARRIED 3-1. COUNCIL MEMBER SWANSON OPPOSED. <br /> 9. Public Works Report <br />
