Tobacco Licenses <br />COUNCIL MEMBER RYAN MOVED TO APPROVE ALL TOBACCO <br />LICENSES LISTED IN THE CLERK'S REPORT. COUNCIL MEMBER <br />MALECHA SECONDED THE MOTION. MOTION CARRIED 5 -0. <br />11.4. MOA Amendment Regarding Pine River Depot <br />COUNCIL MEMBER MALECHA MOVED TO ADOPT RESOLUTION <br />AUTHORIZING APPROVAL OF THE AMENDMENT #1 TO SECTION <br />106 MEMORANDUM OF AGREEMENT AMONG THE FEDERAL <br />HIGHWAY ADMINISTRATION, THE DEPARTMENT OF THE ARMY, ST <br />PAUL DISTRICT CORPS OF ENGINEERS, THE MINNESOTA STATE <br />HISTORIC PRESERVATION OFFICE, AND THE MINNESOTA <br />DEPARTMENT OF TRANSPORTATION REGARDING THE <br />RECONSTRUCTION OF TRUNK HIGHWAY 371 STATE PROJECT NO. <br />1116 -22. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. <br />MOTION CARRIED 4 -1. COUNCIL MEMBER RYAN OPPOSED. <br />11.5. Consider Open Book Meeting for Board of Review <br />Mayor Adams asked for public comment regarding the open book meeting <br />for the Board of Review. There was no public comment. The Council <br />discussed the advantages and disadvantages of holding an Open Book <br />Meeting to replace the Board of Review and Equalization meeting. <br />COUNCIL MEMBER RYAN MOVED TO KEEP THE BOARD OF <br />REVIEW PROCESS AS IS. MOTION DIED FOR LACK OF A SECOND. <br />MAYOR ADAMS MOVED TO TRANSFER THE ASSESSMENT AND <br />LOCAL BOARD DUTIES TO THE COUNTY BOARD FOR A THREE <br />YEAR PERIOD. COUNCIL MEMBER MALECHA SECONDED THE <br />MOTION. MOTION CARRIED 3 -2. COUNCIL MEMBERS RYAN AND <br />NAGEL OPPOSED. <br />11.6. Library Building Acquisition <br />John Longanecker, Library Board President, was present to discuss the <br />possibility of purchasing a building for the library. Mr. Longanecker <br />informed the Council that the Library's Building and Expansion Committee <br />has explored many options regarding the Library's space concerns. The <br />options explored were available buildings, available vacant lots, and <br />expanding within City Hall.
