Mr. Adams stated that the Breezy Point issue had nothing to do with bringing this back <br />for discussion. There are new issued that were not on the table two or three years ago <br />and thought this should be looked at periodically. These were discussed and are thought <br />provoking. <br />Tom: Breezy issue has nothing to do with it. New issues on table that were not ont the <br />table 2 or 3 years ago and thought we should look at it periodically. Coulple of reasons <br />to do it that are thought provoking. <br />Mr. Williams stated that unless you live in a floodplain, you don't need FEMA insurance. <br />FEMA is federal money spent to help a community rebuild. <br />Mr. Woog stated he asked for this to be on the Agenda as it should be revisited. <br />Mr. Hallan stated that a lot of people get hurt when things are done wrong. <br />Mrs. Peterson stated we need to look in it more. Some builders are skimping to get by. <br />Mr. Derksen acknowledged that there are problems, but doesn't think this is the answer <br />yet. <br />Mr. Mealhouse stated he is willing to help should we have additional questions. <br />ROLL CALL VOTE: Mr. Habein, Aye; Mr. Adams, Nay; Mrs. Peterson, Nay; Mr. <br />Derksen, Aye; Mr. Williams; dye; Mr. Hallan, Nay; Mr. Woog, Nay. <br />Motion Fails: 3 Ayes; 4 Nays. <br />OLD BUSINESS: <br />TH 371 Alternate Alignment Zoning <br />Mr. Marohn explained the Staff Report which listed 14 scenarios to examine the <br />cost/benefit ratio for zoning this area. Two things the City needs to examine is how to <br />make this healthy and prosperous. The notion is that we need to keep taxes low to attract <br />businesses, as well as making a smooth regulatory environment that protects peoples <br />investments. Having water and sewer extended to the alternate alignment is tonight's <br />discussion. Jon Commers from Donjek stated that from an engineering standpoint, it <br />would be better for the City to do nothing, where the cost was less for the City, there is a <br />greater benefit. <br />Grow Zone Discussion — <br />Mr. Marohn explained the form based code. The Mayor and 2 Councilpersons were in <br />attendance and we watched 3 portions of the Andres Duany seminar.
