Audit Presentation <br />Doug Host and Sara Zinniel presented the 2008 audit findings. <br />COUNCIL MEMBER SJOBLAD MOVED TO ACCEPT THE 2008 AUDIT. <br />COUNCIL MEMBER MALECHA SECONDED THE MOTION. MOTION <br />CARRIED 5 -0. <br />5.1.A. Hire Consultant to Complete an Actuary for OPEB Liability <br />The City Clerk noted that the City is required to report a liability for other <br />post - employment benefits (OPEB). She noted that this refers to retiree <br />benefits. The City's retiree benefits include group medical insurance for <br />city employees between the ages of 62 and 65 who meet certain <br />requirements. <br />The Clerk stated that the City has received two quotes to perform this <br />actuarial service. The lowest quote was received from Hildi Inc. at $1,200. <br />The Clerk noted that this is a budgeted expense. <br />COUNCIL MEMBER NAGEL MOVED TO ACCEPT THE CONSULTING <br />SERVICES AGREEMENT FROM HILDI AT $1,200 FOR ACTUARIAL <br />SERVICES. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. <br />MOTION CARRIED 5 -0. <br />5.2. Small Cities Development Program <br />Ed Larsen, Chair of the Economic Development Commission informed the <br />Council that the EDC has been working at identifying a project for the <br />Small Cities Development Program (SCDP). He noted that the EDC is <br />requesting the Council to move forward with the application. <br />Elissa Rogers from BLADC addressed the Council regarding the SCDP. <br />Elissa stated that BLADC has been working with the EDC since end of <br />2008 and has held meetings with city staff and property owners in an <br />attempt to identify a project. <br />Elissa explained financing for the program. She indicated that any <br />borrowed money that is paid back goes back to a revolving loan fund <br />which will be handled by the County. <br />MAYOR ADAMS MOVED TO GRANT CONCEPTUAL APPROVAL OF <br />THE PROJECT CONCEPTS AND TO SUPPORT THE CITY MOVING <br />
