City Council Minutes <br />April 14, 2009 <br />Page 2 of 3 <br />-------------------------- <br />Mayor Adams stated that the Highway 371 Committee has been meeting <br />since January of 2007 to discuss the alternate route. Tommy Woog <br />indicated that the original Highway 371 committee has been meeting prior <br />to January 2007. <br />4. Update on Federal Funding Request <br />Tim Houle, City Engineer, stated that the corridor partner meetings and <br />federal funding request are inter - related. He noted that the Funding <br />Brochure is a second draft and was designed by the Crow Wing County <br />Engineer. <br />Tim Houle noted that having the communities band together on this <br />project is a positive move. <br />Tim reviewed the project costs on the brochure. He noted that he is <br />working with the communities to get the local enhancement costs which <br />include city roadway and utility costs. <br />5. Municipal Consent Process and Timeline <br />Tim Bray distributed some information on the municipal consent process. <br />Tim Bray indicated that MnDOT has also submitted a letter of support to <br />go with the funding application. <br />Mayor Adams stated that the Council has reviewed the map several times. <br />She questioned if the changes made by the Council have been <br />incorporated into the current map. Tim Bray noted that the changes are <br />generally incorporated unless there is something that cannot be <br />accomplished. <br />Tim Bray reviewed the municipal consent process. He noted that the <br />process is set by statute and requires the City to hold a public hearing. <br />Tim Bray stated that once Municipal consent is granted it cannot be <br />rescinded. <br />Tim Bray answered a question on the timeline for municipal consent. He <br />explained that before the municipal consent process, the EIS must be <br />approved by federal and state agencies. He noted that MnDOT's central <br />office has to review the EIS before it is reviewed by the required federal <br />and state agencies. He noted that there is also a public comment period. <br />He stated that he prefers holding a public comment period similar to the <br />previous one held at the school several years ago. <br />
