CITY OF PEQUOT LAKES <br />POLICY ON DESIGN REVIEW TEAM (DRT) <br />Policy No. 09 -01 <br />A policy related to the establishment and operation of a Design Review Team (DRT) for <br />preliminary plat processing within the City of Pequot Lakes. <br />1. Objective. The City of Pequot Lakes will establish, as necessary, a DRT to assist in <br />the processing of preliminary plat applications. The DRT is to clarify and streamline <br />the review process for applicants and to provide applicants with timely and <br />coordinated feedback on their proposals. <br />2. Advisory Capacity. The DRT serves only in an advisory role. The DRT has no <br />decision - making authority and is not able to make binding representations on future <br />actions of the City. <br />3. Applicability. Any applicant for a preliminary plat may request the creation of a <br />DRT. A DRT will automatically be established for a preliminary plat that proposes <br />the creation of ten or more lots or where the preliminary plat will require <br />construction of a new public road /street or extension of public utilities. <br />4. Scope of DRT Activity. The DRT will discuss the applicant's objectives and <br />provide feedback and guidance as to how those objectives may be accomplished <br />consistent with the official plans and ordinances established by the City of Pequot <br />Lakes. Each DRT member shall offer comment in their area of responsibility or <br />expertise. The DRT is to review the preliminary plat requirements as applied to the <br />proposed subdivision. <br />Composition of DRT. The DRT shall be composed of the following members: <br />a. Developer's Team <br />b. City Planner <br />c. Zoning Administrator <br />d. Public Works Supervisor <br />e. City Engineer <br />f. City Attorney <br />g. At least one member of the City Council, but no more than two members <br />h. Two members of the Planning Commission <br />i. One member of the Park Commission <br />6. DRT Coordinator. The City Planner shall serve as the DRT Coordinator. It shall <br />be the DRT Coordinator's responsibility to call meetings, oversee the distribution of <br />materials to DRT members, chair DRT meetings, oversee the taking of meeting <br />minutes, reporting on DRT activities and other functions as necessary to ensure the <br />efficient operation of the DRT. The DRT Coordinator may excuse members of the <br />DRT if their input is not necessary at a specific DRT meeting. <br />7. DRT Meetings.
